AN EVALUATION OF THE CAUSES OF ABANDONED PUBLIC DEVELOPMENT PROJECTS IN ABUJA

    Sold By: Brilliantng

    ABSTRACT

This research work is on an evaluation of the causes of abandoned public development projects in Abuja. Abandonment of development projects (ACP) is considered one of the most common and serious problems plaguing the Abuja development industry given the number and the value of the projects involved. It affects not only the immediate purchasers but also other project players and the general public. Sometimes it also involves expending public fund to revive abandoned projects. Yet, research is scarce on this issue; hence this research was conducted to investigate  the  problems.  Firstly  the  issues  surrounding  the  problem  and existing literature on the causes of ACP are reviewed. Then, potential causes of ACP are also reviewed and summarized into 41 items to be rated in an industry wide questionnaire survey. The questionnaire also includes an open-ended question on suggestions to solve ACP. 225 questionnaire responses were received. Subsequently, a series of ten semi-structured interviews were conducted to obtain detailed opinions from experienced players in the industry concerning  the  causes  of  ACP  and  how  to  solve  the  problems.  The interviewees include architects, developers, property consultants, the honorary secretary general of the National House Buyers Association etc. to ensure a comprehensive view was obtained. Quantitative analyses include ranking of the 41 potential causes of ACP with Spearman’s ranking correlation between different groups of respondents, and factor analysis with Cronbach’s α reliability analysis. Qualitative analyses include organizing into themes the results of the open ended question on solving ACP and the results of the semi- structured interviews. Discussions include interpreting the underlying factors extracted from factor analysis in light of the qualitative results. The results show the owner to be mainly responsible for ACP (i.e. cash flow problems, incompetence,  siphoning  out  of  money,  etc.),  followed  by  the  role  of government regulations. A risk management expert system module within BIM, a middle ground solution between the sell-then-build and build-then-sell schemes, and others are proposed.

    ABSTRACT

This project work is on Application of discrimant analysis to predict the class of diploma for graduating students. This research work is concerned with the application of discriminant analysis to predict the class of diploma for graduating students. Discriminant Analysis was applied using statistical techniques to test for the significance differences between the course and the department. Discriminant Analysis (DA) is concerned with the challenge of classification investigators are confronted with this challenge when the make a number of measurements on an individual and desired to place them in either of the groups.

Onyeagu S.I (2003) findings revealed that discriminant analysis and classification are multivariate techniques concerned with separating distinct sets of objects or observation and allocation new objects or observations to pre-existing defined groups. Discriminant analysis is rather exploratory in nature. As a clarification procedure, it is often employed on a one time basis purposely to investigate observed distinction when correlation are not well understood, clarification methodological are less exploratory in the sense that they lead to well defined rules which can be utilized for assigning new objects. Discriminant analysis and sorting aid us to describe either graphically (in two or more dimension or observations into two or more groups , the emphasis is on developing a rule that can be utilized to correctly grouped an observation to either of the labeled classes.

AN INVESTIGATION INTO THE ROLE OF UNITED NATIONS PEACE SUPPORT OPERATION TO SECURITY OF AFRICA: A CASE OF DARFUR-SUDAN

    Sold By: Brilliantng

    ABSTRACT

This research is on an investigation into the role of united nations peace support operation to security of Africa: a case of Darfur-Sudan. This study evaluates African Union -United Nations Hybrid Operation in Darfur (UNAMID) from 2007-2016; with a view to determining how it has contributed to the establishment of enduring peace and security in Darfur. The study is conducted against the backdrop of the fact that most United Nations (UN) Peace Support Operations(PSO) in Africa have not adequately enhanced African security; supposedly arising from their inability to address the root causes of such conflicts and institutional inadequacies. The functionalism theory is adopted as the theoretical framework of the study. The study identified four potential outcome as assumptions. First, enduring and sustainable peace can only be achieved with the full cooperation and willingness of the parties to a conflict to end the crisis. Second, the inability of UN PSO to sufficiently improve Darfur security situation is not unconnected to their inability to address the root causes of conflicts in the region. Third, UNAMID would be more effective in Darfur if it fully collaborates with regional conflict resolution mechanisms in addressing the crisis. Fourth, the full backing of the UN Permanent Members (P5) is necessary likewise the political will of African government to promote durable peace in Darfur. Interviews were utilized as the main primary source of data. Focus Group Discussion as well as documentary evidence were also used to supplement the data from the interviews. The data gathered were qualitatively analysed, applying logical reasoning based on facts. Findings indicate that there was no peace to keep in Darfur at the early stage as the armed movements and Government of Sudan (GoS) failed to agree to the implementation of the Darfur Peace Agreement (DPA) 2006 and the Doha Document for Peace in Darfur(DDPD) of 2012. This is partly due to the fact that both agreements did not factor in the root causes of the crisis bothering on the continued marginalization of the Darfur region of Sudan by the Khartoum based government over the years. Findings indicate that only the first, second and fourth assumptions of this research are valid. Furthermore, evidence presented in this study also indicates that: there is no comprehensive political solution to the problem owing to lack of a free, fair and credible elections that would lay the foundation for meaningful representation of Darfur at the national level and the lack of force multipliers and enablers undermined the credibility of the mission particularly during the deployment and consolidation phases. Evidence presented also indicate that relative security have being achieved in various sector Headquarters(HQs) and adjourning areas though security in the hinterland remain unstable, improvement in passage and distribution of humanitarian deliveries to people at risk and increased awareness on issues of human rights and rule of law in Darfur. The thesis recommends the generation of niche and specialized capability for UNAMID components, and the development of a clear political strategy towards a comprehensive political solution.

Although investors and performance evaluation analyst relied on financial statement in their decisions and appraisal, the reliability of financial report especially during inflation cannot be assured owing to the historical cost convention used as a basis for asset valuation by banks. This is because; the profits of an accounting year would not usually show a true figure owing to the courage effect of inflation. Therefore, managerial decision of banks based entirely on financial reports will lend to poor and inadequate decisions.

The recommendations and suggesting made were base wholly on the out come of the study, for example, on the problem inflation, it was recommended that the bank should adopt the current cost accounting basis for its financial reporting ensure credibility and reliability of information, by the various users, given the inflationary relatives.
