CHAPTER ONE

1.0 INTRODUCTION

The broadcast media comprises radio and television. The sophistication of these media of communication distinguished them as the wonders of modern communication.

Broadcast media are the machinery or an institution used for simultaneous transmission of information to a wide and divergent audience. They represent the attempt of man to relate to and interact with other men. Communication has been enhanced nationally and internationally with the use of technology. Aniabona 2008, Economic development in his contribution to the impact of broadcasting in a developing context has this to say about broadcast media broadcast media are powerful and effective instruments for achieving national goals such as widespread education for both children and adults in other to realize the set down objective in economic growth, healthcare, political and social awareness, political stability self reliance and national identify among other things.

Broadcast media are aimed at presenting programmes like news, drama, interview, health and family planning religious programmes and agricultural programmes.

We look on radio during announcement of annual budget by the head of the state governor.

According to Gulgleime Marconic2007 Radio is a potential means of supplementing telegraphy, the most important long distance communication medium of the late nineteenth century. Radio was the most popular entertainment and news medium. To a degree, the radio receiver was the center of the home and family activities frequently revolved around the broadcast schedule. The average station schedule had something for everyone from news and commentary through variety and comedy, to religious discussion, sports and childrens programmes.

1.1 BACKGROUND OF THE STUDY

With the promulgation of Decree 24 by the then Federal Military Government in May 1977 the Nigerian Television Authority NTA was born. These were established by their various regional governments.

The exclusive rights to television broadcasting enjoyed by the Authority when it was inaugurated in May 1977 by the Federal Military Government, was removed by the 1979 Constitution, which gave rights of ownership to state governments, organizations and individuals that the President may authorize to operate television stations.

In August 1978 the Benue State broadcast media NTA was establish name The food basket of the Nation Located at Ahmadu Bello Way, Old GRA, P.M.B. 1020441, Makurdi with a frequency of 210.25 Mhz.

And now Benue State have more other broadcast media like

95.0 Radio Benue, Makurdi

96.5 Joy FM, Otukpo

Harvest FM, Makurdi

99.9 Ashiwaves FM, KatsinaAla

1.3 STATEMENT OF THE RESEARCH PROBLEM

The problems that confronting ESBS media are numerous; we shall look into some of these problems as listed below:

Inefficiency of public enterprises

Excess reliance in public subventions and grants

The unpredictability by the public sector

The government perform below expectation to do its traditional functions.

The management and underutilization of capital.

Lack of transparency and technical competence in the public sector.

Corruption and nepotism

Lack of adequate funding

Lack of competition

All these points mentioned above are the problems of ESBS.

1.4 THE OBJECTIVES OR PURPOSE OF THE STUDY

The primary goal of the ESBS programme is to make the private sector the leading engine of growth of the Nigeria economy.

We shall then look into the main objective of the study.

To inject efficiency and effectiveness in our public corporation and make them profit oriented.

To give the full effect of ESBS.

To look at the reasons for the poor performance of ESBS.

To restructure and rationalize ESBS in order to substantially reduce the dominance of unproductive in the country.

To set the tone for the establishment of proper legal and regulatory framework for ESBS.

To improve on the operational efficiency and reliability of our public enterprises.

RESEARCH question

Some of the research questions used in gathering information and facts from the station is:

Does Enugu State broadcasting Service ESBS have an impact on the Economic development of the people

Do ESBS media have impact on the Economic development of Nigeria

Do the broadcast media have advantage over other mass medium in terms of its impact on Economic development

Has ESBS radio helped in creating impact towards the economic development of Nigeria through its programmes

1.5 SIGNIFICANCE OF THE STUDY

This study has an intention to reduce unemployment in Nigeria and create efficiency in the public enterprise, through ESBS programme. This will lead to economic growth in Nigeria by increasing the GDP per factor cost in the economy. This intention can be achieved through proper assessment and transparency in ESBS.

Therefore, the study is important because of the following reasons:

1. To create efficiency in the ESBS sector. This will bring about economic growth in Nigeria.

2. To create an avenue to reduce unemployment in Nigeria.

3. The study will help to provide adequate insight to meet the changing demands in the dynamic media environment of our society thereby helping media managers to make a better management policies

4. To assess how ESBS have helped in bringing efficiency and profitability in the hither to public enterprises.

5. The study will identify some of the contradictions inherent in ESBS thereby affording the opportunity to avoiding their consequences. Also, the recommendation will endeavour to reduce the shortcomings that have arisen in ESBS.

1.6 DEFINITION OF TERMS

BROADCAST MEDIA: This include Television, Radio, Film and Cinema which are used to pass information to a large audience.

ECONOMIC DEVELOPMENT: Is a wholistic all embracing and on going phenomenon, the manifestation of which is measured by the level of positive sociocultural, geopolitical, economic, educational and religious transformation of a people or nation. Or

Economic development generally refers to the sustained, concerted actions of policymakers and communities that promote the standard of living and economic health of a specific area

ESBS: Enugu State broadcasting service is a state owned radio station in Enugu state, which broadcast to Enugu State as a whole and other neigbouring states. ESBS is on the AM Amplitude modulation band.

DEVELOPMENT: It can be defined as a change from social, political and economic backwardness for a better and improved condition.

1.7 THE SCOPE OF THE STUDY

This research work will go a long way to improve the performance of ESBS, and covers the community too. It will also go a long way in creating job opportunity among the people of Enugu, Enugu state and to the country at large. This research work can also be use by any media house as it will fault find the entire liking hole in it, and attempt to fix them.
