The study covers the director, deputy director and management staff of the Imo state public library Owerri. The researcher also made use of various materials relating to collection development. The researcher also noted that collection development should be planned so as to cater to the needs of the users, the planning should be based on immediate planning and future needs to find out the possible needs of the users because society is dynamic
