This is achieved through electronic sharing of information and virtual classroom. However, virtual classroom and text based e- learning is a system design to help student gain access and acquire knowledge in any university of their choice. This method of learning will enhance face ? to - face instruction or campus, use of computer in classrooms and elicitation of information with the World Wide Web (WWW) enhanced distance education (on or off campus). Individual and group learning with both print and computer based materials. With all these, virtual classroom and test based e-learning knowledge is moving towards every students and staff of Federal Polytechnic Nekede Owerri (for instance) being an e- learner at least for part of their study, this could be through learning materials e- mails contacting tutors or submitting assignment, the use of website for research or any one of the myriad e- learning application. Thus, students or staff must not travel to Americas to acquire knowledge. Also information can be send to students abroad through online. Never the less, in this research work, chapter one deals with the introductory part of this work and some definition of terms chapter two deals with literature review and some other important review, chapter three talks about the description and analysis of the existing system, chapter four deals with the system implementation and programming, chapter five is the summary, conclusion and recommendation.ABSTRACT This project was centered on traffic offence documentation system. This language was chosen because of its easy syntax and features for developing windows based applicationsCHAPTER ONE INTRODUCTION 1.1 OVERVIEW OF THE EXISTING SYSTEM This passenger manifest information (PMI) is a kind of records that help individual flight to organized their passenger in a flight. This record in the flight. This record help them to know the members of passenger in the flight, without their records they can known the numbers of passenger in the flight. So the passenger manifest information contained the: (1) Full name (2) Date of birth (3) Social security number (4) Emergency contact (5) Telephone number From passenger traveling on flight with sosoliso airline (e.g., during the sosoliso airline disaster family assistance act of December 10th 2005. this law was passed to address the difficult associated with notification of the families in the aftermath of sosoliso airline crashes). This proposal is also being issued to fulfill a recommendation contained in the initial and final report of families that has be affect in the crashes. This passenger manifest information (PMI), is used to point out identify data elements that may point to a passenger who represents a security risk. Once highlighted, analytical specialists can them manually review these records and identify those passengers who should be subjected to additional screening upon their arrival. 1.2 DESCRIPTION AND ANALYSIS OF THE EXISTING SYSTEM This study is all about the passengers manifest information (PMI) which is a records of individual passenger in the flight. The researcher visited sosoliso airline and find out that the passenger manifest information contained the records of passenger (e.g., full name, date of birth and or social security number, emergency contact and telephone number). Which help them to organize their flight. The examination of the existing system to determine what must be accomplished and the best method of accomplishing the necessary operation is know as SYSTEM ANALYSIS. The stages involved in the system analysis are listed below. (1) The type of processing to be done by the system (2) The input data ?captured? for the system (3) The output required (4) The file which could be kept and used (5) The nature of processing i.e. its logic procedure stage and frequency. 1.3 METHOD OF DATA COLLECTION The researcher visited sosoliso airline and find out that the passenger manifest information (PMI) contained the records of passengers, which help them to organize their flight. SOURCE OF DATA This data is used in this research work were collected from primary and secondary source hence, they comprise of the following sources: (1) Direct interview in (sosoliso airline) (2) The internet (3) Unpublished books (project) (4) Pamphlets of general knowledge. 1.4 INTERVIEW METHOD The researcher use the method of unstructured interview to carried out the research to know about the passenger manifest information in sosoliso airline. It ash one of the staff in the engineer department, the researcher know that the passenger manifest information contain the name, date of birth, contact address etc, of a passengers that booking for ticket to travel in a flight in the sosoliso airline company.

CHAPTER ONE INTRODUCTION 1.1 BACKGROUND OF THE STUDY Children are heritage of the cord and the fruit of the womb is his reward. As arrows are in the hands of the mighty man, so are children of the youth happy is the man that hath his quiver full of them (ps127:3-5) that the African child occupies a strategic position in the family and in the society and in the nation is not an over statement and cannot be underplayed. The child is considered as the life. Wire of the family and the society at large to the extent that any couple that is not blessed with a child is looked upon with pity and sometimes sympathized with. There is the need to know who is a child and what is child care. In traditional and even contemporary African, various ethic groups have different concepts of who is a child while some ethic groups see one one as a child in so far as she can contribute to the development of the society some other see it in terms of one who has not yet attained the age of initiation into the age grade. Sven in contemporary Nigeria for examples Olukoshi etal (1990) posited that. There is not one acceptable age, which is considered as a worthy definition of the upper limit of child hood. The age at which a child can become capable in law for his actions or her actions the age at which childhood begins in terms of the right to vote and be voted for and the age considered by the federal ministry of youth and culture and education as being the upper limit of childhood different. Even internationally there are divergent definitions as to who is a child. Where as the international labour organization and the united nations population division refers to a child as those below 18year of age the 1989 convention on the right of the child states that a child means every human being below the age of 18year. Even though there are divergent opinions and views as to what is the age limit of child it is the views of this author that a child is anybody between birth to completion of physiologically/ psychological and physical development. In order words anybody between ages zero of his/her birth to 18years is a child. Child care in the other hand is a kind of human acts that jeopardizes the physical psychological and the featuring of the child either intentionally or unintentionally child care is characterized on the continuum by sexual care (either cast agreed or by agreement) Child labour Child smart Child self control Child honest Child dependable Child efficient respectable Child not as breadwinner Child not starving away from home Providing a child with food and shelter Giving of educational right to a child Giving medical assertion of a child Avoiding abandonment of a child Avoiding child slavery abandonment of a child Avoiding child slavery. Child acre is connoted acts of giving basic needs right and deeds of child by parents/ guardians, which will pair the well being of a child. Caring can also take the from of adequate provision of resources for the welfare of the child both now and in future. Also they do not encounter problem of misplacement of vita information or records as a result of services not being available or rendered when needed duplications of effort due to inconsistency in activities and time that is taken in search of file when it is required for processing. 1.2 STATEMENT OF THE PROBLEM In every organization there are numerous problems that they encounter. An organization like UNICEF encounter problem in their area of documentation which includes misplacement of vital information or cases as a result of the services that are available or rendered when it is needed duplications of effort due to inconsistency in activities and a lot of time is taken in search of file or reported cases when it is needed for processing. Sit is actually this problem that is discovered that promoted for the design and implementation of a comprised child care information system to enable the organization to work more effectively 1.3 PURPOSE OF STUDY The purpose of this study is to design and implement a system that will eliminate the above listed problems, as misplacement of important reported cases documents and records duplications of effort and a lot of time that is required or taken when searching an processing of cases and files. 1.4 AIMS AND OBJECTIVES The aims and objectives of the project is to study how the organization (UNICEF) operational aims and other activities are performed. It aimed at detecting problems that pose obstacle with a view of modifying the operations and developing a new computerized system that will be more efficient and accurate such as: In the area of misplacement of vital documents a computer will be used to record store and retrieval of large volume of documents. Which will reduce the duplications of efforts due to inconsistency in activities and time that is taken in search of file when it is required for processing 1.5 DELIMITATION/ SCOPE OF THE STUDY This study is specifically concerned with the computerized child care and carrying of the Enugu information centre of UNICEF. Although a lot of activities are being performed by this centre. This work is therefore concerned with childcare and caring manipulation of both the care and reporter of a case. 1.6 LIMITATION OF THE STUDY One to lack of time and resources the study is limited to certain area concerned with only gathering of cases on clients and personnel records and processing them using a computer. 1.7 ASSUMPTION Apparently before I started this works I assumed a successful completion by division grace of God and the cooperation of workers of UNICEF in supplying me with date/information needed for the successful completion of this project. In terms of material resources monetary and personnel resources the researcher had me up with them. In fact it is believed that facts are valid. 1.8 DEFINITION OF TERMS A child: A child means every human being below the age of 18 years unless under the law applicable to the child majority is attained Childcare: That is any kind of human act that jeopardizes the physical psychological and the futurity of the child either intentionally or intentionally. Child caring: This connote the act of giving basic needs rights and deals of the child by parents/ guardians peer and government and cultural community which will pair the well being of a child. Caring can also take the form of adequate provision of resources for the welfare of the child both now in future Flowchart: This is the graphical representation of the logical step and sequence involved in a procedure are program. Date: This can be defined as groups of non-random symbols (words value figures) which represent things that have happened. Information: This is the resource that enables the collection management control and dissemination of information throughout an organization. Monitoring: This is to keep watch and see who denies children the rights and take the necessary steps to stop this.CHAPTER ONE BACKGROUND OF THE STUDY 1.1 INTRODUCTION In this project, design and implementation of a computerize visa processing information system is based on how you can get lost of information about our service, from advice on how to apply for a visa, to news about immigration policy changes. I hope you find it helpful. A UK visa is the overseas arm of Britain?s integrated border management. We have visa offices in 160 locations throughout the world. The largest handles 300,000 applications a year; the smallest less than 10. we issue visas to 80% of those who apply and stop only those who are a significant immigration risk to the UK. We process over 90% of straightforward applications within 24 hours. This is a record of which we are proud, but we aim to do even better. Our new mission statement explains how UK visas will deliver the border objectives set by our parent department, the home office and foreign and common wealth office; to achieve a balance between managing travel and migration and preventing illegal immigration Our goals are ? to bring communities together ? to improve Britain?s competitiveness as a destination for travel, trade, migration and investment ? to prevent immigration abuse ? to deliver for money ? to earn public confidence 1.2 STATEMENT OF THE PROBLEM in British visa processing information system the problems we are facing are (i) Bankruptcy Attorney e.g. consumer present their case at legal match by through extensive client acquisition and market outreach efforts our legal match will assists thousands of visitors every day seeking help with their legal issues. In some areas consumers can also reach us by phone so new bankruptcy legislation may make it harder to find an attorney. (ii) Another problem in visa processing into system is the privacy and security problems ie using illegal or fraud visa to go to overseas. (iii) Health (tuberculosis) screening is another problem in visa processing system since it valid for larger than six months in certain countries now require a certificate to show that they are free from infections tuberculosis (TB) before that person will travel to overseas. The Government announced on 21 July 2005 its intention is to implement the first phase of an overseas screening programme for TB for people applying to enter the UK for more than 6 months in four year strategy earlier this year. The benefit of the programme is that successful applicants will benefit on arrival in the UK as they will not need to be referred to the port medical inspector before being allowed to enter the country. 1.3 PURPOSE OF THE STUDY The UK purpose of study in visa processing system is to achieve the following Diplomatic mission. ? A Diplomatic Mission is the office of a country?s diplomatic representative in the capital city of another country. ? Diplomatic Mission are established in accordance with the erovisions of the Vienna convention on Diplomatic relations 1961. ? Diplomatic Mission of a common wealth country in another common wealth country is called a ?High commission? ? The head of mission is called ?High commissioner?. ? A diplomatic mission in any foreign (i.e. non-common wealth) country is called an Embassy and the head of mission is called Ambassador? ? High commissions and Embassies perform the same functions and have the same status. The good management of our diplomatic mission is essential to the success of their work. 1.4 OBJECTIVE OF THE STUDY UK visas began life as the joint entry clearance unit (JECU) in June 2000. it was established jointly by the foreign and common wealth officer and the home office to manage the UK?s entry clearance (visa) operation. Visa or entry clearance applications are processed by entry clearance officers in UK embassies, high commissions and consulates abroad, collectively known as UK missions. UK visas work closely with the immigration and Nationality Directorate (IND) of the Home office, the Government department responsible for immigration policy and dealing with applications from people already in the UK to extend their stay; or to change their immigration status. UK visas reports to a joint management board of senior foreign and common wealth (FCD) and Home office officials and to ministers in both departments. 1.5 SCOPE OF THE STUDY The scope of the study is concerned with the review to improve. Britain?s competitiveness as a destination for travel, trade, immigration and investment and to bring communities together. Specifically the study covers such areas like how UK visas will deliver the border objectives set by our parent department, such as the home office and the foreign common wealth office in order to achieve a balance between managing people?s travel and migration, and also preventing illegal immigration. In this study new computerized system is produced / designed after the critical analysis of the existing system of British embassy and visa processing information system. 1.6 DEFINITION OF TERMS VISA: It is a stamp or mark put in your passport by officials of a foreign country that gives you permission to enter pass through or leave their country. EMBASSY:- It is a building in which a group of official led by an ambassador work in order to represent their government in a foreign country e.g. American embassy in London. HIGH COMMISSIONER:- It is a person who is sent by one commonwealth country to live in another, in order to protect the interests of their own country IMMIGRATION:- It is the process of coming to live permanently in a country that is not your own. COMMON-WEALTH:- It is an organization consisting of the United Kingdom and most of the countries that used to be part of the British Empire.CHAPTER ONE 1.0 INTRODUCTION Virtual e- learning is a system designed to help students gain access and acquire knowledge in any university of their choice. It can include: Enhance face ?to- face instruction (on campus, in class use of computer and the World Wide Web (WWW), enhanced distance education (on or off campus) individuals and group learning with both print and computer-based materials instruction entirely on- line (individual and group learning) because of this mix virtual classroom and text based e- learning knowledge is moving towards every student being an e- learner at last for part of their study, whether through learning materials, e-mail for contacting teachers/ tutors or any one of their myriad other e-learning applications. Online learning results to learning and other supportive resources that are available through a computer and it includes computer based training, computer based instruction and technology. The e-learning system use text messages to deliver information and data. Student or e-learners will be in their computer receiving lectures as if they are in classroom. This has gone a long way helping e-learners to acquire degree in the institution they have never seen. 1.1 BACKGROUND OF THE STUDY Internet as global connection of computers sited around the world forming huge network for information to be shared and disseminated by many millions of people has done so well in information technology and in education so to speak. Virtual classroom and text-based e-learning cannot be an exception. Often time?s students experience a lot of difficult in the quest for basic knowledge from higher institution of their choice, not for the fact that the person doesn?t have resources to acquire them but the risk in traveling from the said institution wherever the person might be pose problems. In order to reduce these risks, satellite computer were established but did not solve the problem of traveling out from one?s location to the said location in quest for knowledge. In this regard, Federal Polytechnic Nekede compete with a of institutions, this sometimes reduces the number of students enrollment in the school to the above listed problems the system ?virtual classroom and text based e- learning was designed with this Federal Polytechnic Nekede will have thousands of student in which she doesn?t provide any a accommodation or any structure for and still gain much grounds economically and student all over the world suffer less in having any of Federal Polytechnic Nekede?s certificate. This is designed that before anybody can participate must register. Students have free registration form but lecturers must provide their staff number that tally with their surnames before they have access to registration form. One month is giving to student to pay his/her school fees after registration to remove his/her name from the database. This will go along way increasing student?s enrollment in the institution. The system has very security conscious software that resides in the ever helping except those supposed. Having seen and observed. Having seen and observed this benefit to students in an unprecedented scale. Indeed, this sounds interesting to my academic pursuit in FPN. Perhaps this calls for implementation. 1.2 STATEMENT OF THE PROBLEM Due to the problems students find and experiences, it has never been easy for students to acquire basic and necessary education in any institution one wishes irrespective of the fact that the resources are there. This poses a lot of problems sometimes they will embrace not going to school at all. It is very impossible for a student in America or any other country coming to FPNO everyday for lectures more so, it will be impossible for FPN staff going to America or any other country where the students might be located everyday to deliver lectures. Sometimes if number of students increase reduction in student'? admission will be affected in order to provided adequate structures where they can have their lectures. The above views are what gave birth to the research work in order to find solution to them. 1.3 PURPOSE OF THE STUDY The purpose of the study is to find possible solution to students whom because of nearness to institute and are unable to acquire knowledge that they need. Again, to provide students easier way to acquire any of the FPNO certificates without been in the institute or with less difficulty. Notwithstanding the fact that other institutes who offer the same courses as FPNO exist, this will go far reducing her competition with them. Since the system is virtual, that is there will be no physical contact between students, their instructors and FPNO, the problem structure is solved. 1.4 OBJECTIVE OF THE STUDY As they say ?scientia st potential? that is knowledge is power?. The aim of this research is to provide the students all the information needed in any subject that is done in this great institute FPNO. Again to assure that student meets the current trend to academic setting all over the world. This will go a long way making FPNO to be aware of trends in technology and gain to making them have desires for other on-line provisions and computerization in the institute. 1.5 SCOPE AND LIMITATION OF THE STUDY The project is concerned with the virtual e-learning system files that are transferable within the net. It should be in form of text file (.txt), rich text files (.rtf) or hypertext mark-up language file (.htmf). LIMITATIONS To be candid, I encountered a lot of problems while carrying out this research work.. It wasn?t easy for me to get data relevant for this research. The most important thing I needed was courses FPNO was doing. I requested that from different schools of which I were told to go from one department to another to collect them. Lastly I were able to get some and others from FPNO library. The project work is a tasking job which demands time, money and commitments. Due to lack of funds to meet all resources and materials that are used, I had to make do with other activities while the process was going on. 1.6 DEFINITION OF TERMS COMPUTER: an electronic device that is capable of accept In data, processing data automatically, store it, produces the result where needed. An estimated 1.2 million people are killed in road crashes every year and many as 50 million supper injuries. The world health organization believe that these figures could increase by more them half over the next 20year unless there is a firm commitment to road safety and accident prevention, especially in Nigeria, most adult will know of someone who has been killed or injured in a road traffic accidents. It is a dad fact that many of these accidents and their consequences will have been avoidable. Therefore this project, computerized traffic offence documentation system will help to keep records of all traffic offences committed by road users and also maintain the databases of the commission (F R S C) 1.2 STATEMENT OF THE PROBLEM The present system of traffic offence documentation system has a lot of problems which are mentioned below: TIME: - going by the present system of operation, time is consumed in the manual handling of operation involves in road traffic documentation. COST: - this is the greatest problem of the federal Road safety commission. The commission ends t o loose a lot of money running the agency manually. DOCUMENT INSGRITY: This is viewed in the contest of the safety, in the contest of the safety, in validity of the records in the document files used in the report generation. In term of safety, the native of the system makes it vulnerable to left, fire or accidental distruction. This makes the system in safe as the time needed to replace lost data or files is enormously large. 1.3 PURPOSE OF THE STUDY This study is designed to help federal Read safety commission to document all road traffic offences incurred by the road users. This study also tries to give an in-depth looking in the easiest and most effective way for the growth and development of the federal Road safety commission of Nigerian in order to control and render its activities to the Nigerian and other coteries. 1.4 OBJECTIVES OF THE STUDY The objectives are as follows: 1. To provide better services to the public and users. 2. To keep records that are compact, integrated and up dated 3. To produce a system where information and output report will be produced or made available much faster more accurately and more detailed to the commission and the public (Road users). 1.5 SCOPE OF THE STUDY This study is strived at finagling out how effective the computerization of Nigerian Road safety commission will improve the operation of the commission. However, the research project is limited to traffic offence documentation section. 1.6 DEFINITION OF TERMS 1. INFORMATION-this is the assemblage of data into a meaningful form. 2. F R S C 3. Computerization 4. ROAD USER 5. DATA (2) FRSC: Federal Road safety commission a body responsible for the control of Road users in the country Nigeria. (3) Road user: person or persons making use or applying on the road. (4) Data- it is unprocessed information.
