Abstract The objective of a public institution is to involve the people in day-to-day affairs. A financial management system is an accounting system that manages the daily transactional activities of an organization, particularly a government establishment. This comes with huge cash demand and inflow. A computerized financial management system is not only efficient but very useful for cubing financial misappropriations in public institutions. This research work is thus geared towards the design, development, and installation of a financial management system for Oshimili South Local Government area with its headquarters situated in Asaba. It collects data and design requirements using descriptive approach and modern-day cutting edge tools for the application development. There are five chapters with detailed information about financial management, financial management systems, financial management issues as well as other related literature. A descriptive parameter showing population setting is found in chapter three of this report. Efficiency is the key to a long-lasting system and this report based on the capability of modern-day technology of PHP, HypertextMark-up Language(HTML), and Cascading Stylesheets(CSS).
