Abstract My research project is to develop fingerprint biometrics systems that assist in the elimination of examination impersonation. Up till now, the WAEC examination board (WAEC) is not using fingerprint as a mode of identification, this has resulted in people sitting for WAEC examinations for others who collect the result at the end. With the adoption of fingerprint, this will be eliminated as fingerprint identification will also be employed during the collection of results and certificates. This target can be mainly decomposed into image preprocessing, feature extraction and feature match. For each sub-task, some classical and up-to-date methods in works of literature are analyzed. Based on the analysis, an integrated solution for fingerprint recognition is developed for demonstration. My demonstration program is coded using visual studio for the program, some optimization at the coding level and algorithm level are proposed to improve the performance of my fingerprint recognition system. These performance enhancements are shown by experiments conducted upon a variety of fingerprint images. Also, the experiments illustrate the key issues of fingerprint recognition that are consistent with what the available works of literature say. The main objective is to eliminate any form of impersonation during exam by employing a more secured means of fingerprint biometrics.

DescriptionABSTRACT Unemployment in the present day Nigeria resulted from different misgivings and lack of direct approach to by those concerned to tackle this problem. There are very few jobs compared to the large number of citizens up to the age of being in the labor force. In recent years, subsequent governments and corporate bodies have one way or the other tried to device a means of reducing the instances of unemployment, some being successful to some extent, and other cases having efforts and huge finances being wasted due to lack of proper management, supervision and low productive system of operation. This research project is dedicated to providing a new system that would solve the problem of linking a large number of unemployed individuals to firms, companies, institutions or government agencies that are in need of employing people for one reason or the other. This project has an its case study. The National Directorate of Employment (Owerri Secretariat). It is an agency formed by the Federal Government with the sole purpose of employing as many unemployed individuals into the labor force. This research work, right from its inception is dedicated to greatly solving the problem of errors prone to the manual method of collecting, managing and storing of data as well as distributing processed information. It introduces an electronic means known as Automation, a process that entails the use of the computer and its accessories to manage data and information at a more efficient and effective rate. This would be achieved by introducing an Automated Employment Directory for Labor Assignment System, hence the project topic: ?An Automated Employment Directory and Labor Assignment System?.ABSTRACT This project deals with the design and implementation of an expert system for car faults diagnosis. The project is motivated by the need to guide car owners and learners motor mechanics in the maintenance and trouble shooting of motor problems without having to resort to presumptions and conjectures. Particularly, it is expected that the proposed design would ensure that car owners have proper assistance in times of crisis and what?s more will save them from the clutches of exploitative roadside mechanics. For this purpose a rule- base artificial intelligence (AI) technique was utilized to obtain theoretical and practical expert system parameters, and then a conceptual expert system was designed. The expert system functioning is based on the database of car faults, symptoms and their correction, which make up its knowledge base. The new system was developed using visual basic 6.0 programming language and access database. This language was chosen because of its easy syntax and features for developing windows based application.ABSTRACT This research study look into the design and implementation of computerized visa processing system to members of the public seeking for visa or renew for Nigerians within or abroad. This directory in its entirety also contains the curriculum vitae (C.V) of individuals grouped under different sections such as job seekers, short listed candidates for an interview or qualified persons designated an employment status, as the case may be. The directory on its own enables an individual to conduct his/her search with little or no difficulty since the data he/she needs has already been formatted in such way the individual can access it with little or no skill at all. They usually stored under headings and are stored alphabetically. Technology has evolved in recent times to a level where competition between existing systems and a new design are accessed and compared on the basis of reliability, compatibility, output design, speed and efficiency, not to mention sophistication. Globally, people are mostly interested in systems that can match any standard found in the international market. This project, however is designed to assist employment agencies in their bid to connect firms or organizations in need of some qualified individuals to fill up vacancies in their establishments and also to help the public to be well informed of such vacancies, hence the choice of the National Directorate of Employment as the suitable case study for this research project. 1.1 PROJECT BACKGROUND This project is based on the gradual process of completely transferring the manual procedure of both managing and keeping track of information and data related to employment delivery. It is a project totally dedicated to the use of computes otherwise known as automation, to provide a faster, more reliable and accurate process of managing information that is greatly essential in the provision of employment by agencies working for the government or contracted by private bodies. Computers these days are gradually being introduced into every sector of our daily lives and its use in managing database cannot be over emphasized computers have come a long way to replace human limitations such as the ability to perform series of repetitive activities without easily getting weary or entirely bored. It has saved human energy and performs its activities/functions much faster than the average man. The few mention advantages and merits of automating (computerizing) certain activities over the usual manual way of carrying out similar activities, necessitated in making the researcher to propose and design a new system, which will entail the gradual change from the existing system of manually managing data to an automated system of the same procedure. This will culminate in the use of the computer to: ? Input data ? Process the data into information ? Store the information and ? Access the information at any given time and place whenever the need arises. Although risks cannot be entirely ruled out when using an automated system, they are however minimal and highly reduced to the lowest level when qualified personnel are left to manage and administer the system. 1.2 STATEMENT OF THE PROBLEM The primary function of the National Directorate of Employment is to assist the government in providing jobs for the unemployed populace and also to help the unemployed to get gainful employment for their benefit. There are several problems hampering the link between qualified personnel (or applicants) to some potential employers. Most of such problems could be summarized into: ? Staff attitude: The nonchalant attitude of some of the staff of certain employment agencies towards requests due to some difficulty they encounter while collecting data. Also, some departments working under the some establishment view themselves as independent entities, hence the flow of information suffers serious setbacks and access to central data becomes increasingly difficult. ? Processing: Poor data and information flow within the organization due to job duplication and role redundancies and also errors due to incorrect entries from the public. ? Time wastage: Time wastages could be due to lack of well defined information retrieval system, insufficient number of employed personnel and delay caused by postal services. This affects the overall response time of the agency to requests. 1.3 OBJECTIVES OF THE PROJECT This research project, from its inception, has some targeted goals and objectives which serve as the motivating factor behind the system design. The new design is intended to be efficient in the sense that the database software would produce the required results satisfactorily without much time and valuable resources being wasted. The project would in turn be a reliable substitute in the sense that the usual process of manually storing, retrieving already collected data or information, which are at most times error prone due to human factors such as commission, are eliminated. In other words, the project is aimed at improving information and data flow within the agency (directorate). Usually, the research project is designed to eliminate problems/set backs which the commonly experienced due to physical management and processing of documents (files) of respective requests made to the agency. From the above mentioned points, its objectives could be summarized into: ? Improving data and information flow (management) within the system ? Providing high quality information for the management to make relevant decision at the needed time. ? Reduction of unnecessary time wastages incurred during data processing, storage and retrieval of information. ? Making for a quicker response time. ? Linking qualified personnel to vacancies and also providing organizations with suitable applicants for vacant posts in their establishment. ? Reduction of clerical operations amongst other benefits. 1.4 SIGNIFICANCE OF THE PROJECT The application of an automated employment directory and labor assignment system will make for an improved public awareness due to the fact that information processed or possessed by the agency (directorate using the this new system) would readily be liked to the internet or the ?yellow pages? as the case may be information generated can be readily passed unto the public at a faster rate as would have been the case using the existing system. In other words, rapid technological changes and improvement gave rise to a required standard for which this new has attained. Furthermore, this new system will lead to a greater patronage from the public due to the efficiency and reliability associated with the system. This project signifies a design which serves as the best feasible alternative solution to the problem of data management and control. The new model and its software capabilities enable the new system to be implemented in any part of the world due to the portability nature of the software. Finally, this study serves as a good reference material for researches in the field or those undertaking a similar research. 1.5 RESEARCH METHODOLOGY The research method adopted in this research project is as follows: i. Investigation and analysis of the present system: Here, the researcher studied the existing system as regards to its set objectives, its functions and managerial capabilities. ii. Interview: Certain workers and employees at the personnel department of the National Directorate of Employment were interviewed; necessary information and raw data were both collected and noted. Such information played a great role in the development of the new system. iii. Observation: The processes and procedures involved in data and information flow in the agency were observed. Also, their relationship with the intended results were observed, compared and carefully noted. iv. System development: The new system was developed firstly by carefully analyzing the problems evident in the existing system, proffering solutions and therefore, the researcher went ahead to design a model for the new system. Subsequently, the developed system was tested accordingly with data for which required solution/results were previously achieved using the manual system of operation. Both results were compared and it was found that the solutions were similar but with the new solution, having me the target with a higher degree of accuracy, at a quicker response time, improved management control and also at a reduced cost. 1.6 SCOPE OF THE PROJECT This research work is dedicated to bridging the gap between the unemployed (job applicants) and prospective employers. It is purely limited to the use of an employment directory to link applicants to various vacancies. This project will only cover the area of using the directory database to provide the necessary information required by an organization to employ qualified individuals into positions needed to be filled. After the analysis of the existing system, some areas were noted for improvement while some sensitive areas demanded conversion, which could best be handled by a computer method i.e. automation. It must be noted however, that this project or model does create job opportunities by design but provides an easy and more efficient access to information needed for smooth employment delivery and labor assignment it is therefore hoped that future researchers will carry out further work on this subject. 1.7 LIMITATION OF THE PROJECT There were certain constraints encountered while the research for this project was being carried out. Listed below are some of the prominent ones. They are: Financial constraints: Limited source of funds as regards the high rate of transportation culminated in the choice of the National directorate of Employment as case study. Time: The time needed to travel outside the school environment to other places (distant places in particular) in search for the required data was limited; this also led to the choice of N.D.E Owerri as case study. Privacy of data: Due to the sensitive nature of certain information, the researcher was not able to get certain personal information about some individuals from the agency. Staff attitude: Some members of staff of the agency were not readily helpful when approached for specific information. This was another source of hindrance to the completion of the project. Nevertheless, as there were hindrances and limitations arising from different quarters, the researcher was able together all the necessary information required for the completion of this project.CHAPTER ONE 1.0 INTRODUCTION In present time most households own at least one car. This figure shows that a car is very important to people?s lives as it completes the cycle of living. This computer expert system is hoped to help those who are in need of guides to deal with their cars problems. Although it might not give a complete guide and help as a human expert, namely mechanics, at least the expert system can give temporary assistance to those who are in need of instant help, as a result of the limitation of time and distance. 1.1 BACKGROUND OF THE STUDY With the help of a car, movement from one place to another has been made easy especially for those who are always mobile in their jobs. Cars simplify our lives and make time to be more valuable as we can save more time using the car. But at the same time, people who own cars definitely don?t want to have a problem with their cars as the troubleshooting of a car can be a nightmare to them, especially women. Some of those own a car individually don?t know how to deal with their cars whenever it has a problem. All they know is to start the engine, drag the clutch if it is not automatic, press the paddy and break when they need to. An even the worse situation is that they don?t even know how to fill the fuel tank, and that is not good. They won?t know what to do when something happens to their cars. All they can do at best is, call the mechanic for help. So, this computer expert system is hoped to help those who are in need of guides to deal with their cars problems. Although it might not give a complete guide and help as a human expert, namely mechanics, at least the expert system can give temporary assistance to those who are in need of instant help, as a result of the limitation of time and distance. 1.2 STATEMENT OF THE PROBLEM In dealing with problems of a car and troubleshooting, mechanics are those who can help to solve them. The use of a computer expert system is beneficial in different ways. It gives a temporary and instant guide to car owners in different situations like: ? When mechanic support is unavailable ? When we are in a hurry ? When distance to mechanics location is far ? When mechanics diagnosis wrongly, etc. 1.3 OBJECTIVES OF THE STUDY To develop an expert system on car maintenance and troubleshooting that is capable of assisting car owners in dealing with their cars problems and troubleshooting them whenever time is limited and the human experts, also known as mechanics is not available at that very time. The development of the system surely has some significance to humans especially those who own a car and to the system developer as well. Among others, the system will perform the following functions: ? It will conclude its diagnosis based on answers of the users to specific question posed by the system to the user. ? It provides facility in order to take the user opinion on the following: does the use agree with the system?s diagnosis? Does the user disagree with the system?s diagnosis? ? It provides explanation, picture, why and fact facility. ? It stores the facts and the conclusion of the inference of the system and the facts and the conclusion of the inference of the user, for each case in data base. ? It processes the data base in order to extract rules, which complete the knowledge base. 1.4 SIGNIFICANCE OF THE STUDY The proposed system can help inexperienced mechanics or drivers in diagnosing the fault of the car. In addition, the system has the following benefits: ? Expert systems help in the improvement of productivity: Having this system will enable mechanics to do more work in less time. ? Expert system reduces the need for skilled mechanics: The repairs of a car require a high level of expertise. With this system, inexperienced mechanics can be guided to find the fault. ? Expert systems capture the knowledge of company experts who someday will retire, resign or die. ? Expert systems train newly lived employees to solve problem the way experienced professionals do. ? Expert system are not vulnerable to problems such as fatigue, emotion and overwork, all of which plaque human experts. ? Expert systems place expert knowledge into machine readable form, where it can be summoned at any time. ? Expert systems give consistent result. ? Expert systems can complete some tasks quicker them a human. 1.5 SCOPE OF THE STUDY The expert system may contain certain limits and flaws, as it is only a prototype. We commonly know that a car has many parts on its body and even in the body itself. However, the system will only deal with problems that are normally or commonly found in the engine part of the car as the system is just a prototype, which means the function will be expanded through time. The system will also deal with only cars produced from the year 2000 till date. 1.6 LIMITATION OF THE STUDY TIME: Time frame for this work is short ? Finance as a student ? Limited literature in computer to assist the researcher ? Not much work has been done in this area of computer science/ engineering. 1.8 DEFINITION OF TERMS ? Actuator: This is a device in a car that uses electricity to do sort of automated mechanical movement such as power door locks or a remote trunk opener. ? Car Sensor: This is a technological device that dictates or senses a signal or a physical condition in a car. ? Car Diagnosis: Is the identification of the nature and causes of problem in a car. (iii) Health (tuberculosis) screening is another problem in visa processing system since it valid for larger than six months in certain countries now require a certificate to show that they are free from infections tuberculosis (TB) before that person will travel to overseas. The Government announced on 21 July 2005 its intention is to implement the first phase of an overseas screening programme for TB for people applying to enter the UK for more than 6 months in four year strategy earlier this year. The benefit of the programme is that successful applicants will benefit on arrival in the UK as they will not need to be referred to the port medical inspector before being allowed to enter the country. 1.3 PURPOSE OF THE STUDY The UK purpose of study in visa processing system is to achieve the following Diplomatic mission. ? Visa or entry clearance applications are processed by entry clearance officers in UK embassies, high commissions and consulates abroad, collectively known as UK missions. EMBASSY:- It is a building in which a group of official led by an ambassador work in order to represent their government in a foreign country e.g. American embassy in London. HIGH COMMISSIONER:- It is a person who is sent by one commonwealth country to live in another, in order to protect the interests of their own country IMMIGRATION:- It is the process of coming to live permanently in a country that is not your own. COMMON-WEALTH:- It is an organization consisting of the United Kingdom and most of the countries that used to be part of the British Empire.CHAPTER ONE 1.0 INTRODUCTION Tourism is one of the fastest growing industries in the world today. It plays an important part in nation?s economy by producing the opportunities for employment, continuously to the balance of payment and helping in economic growth. Tourism is a multidimensional, multifaceted activity which touches many lives and many business activities. The application of the use of computer in almost all facet of human endeavor cannot be over stressed. Since the introduction of micro computer, the world of office automation has changed and will continue to be changing with modernization made to the present ones. We are trying to see the impact the computer will make to tourism in Imo State. Tourism is a manifestation of movement from one place to another. Transportation makes the existence of tourism; transportation produces the possibility for most of these movements in order words transport is an integral part of tourism and conveyor of tourists to different tourist destinations and the activities. Logically, the more accessible tourist resources are the more it is able to attract tourists. There are major models of transportation associated with international tourist movement such as the air transports, train (railways), and automobile. In a simple term, tourism can be defined as traveling for pleasure, recreation or relaxation. Because of the momental impact of tourism on the global economy. The contemporary definition of tourism higher premium on the transfer of financial resources from the tourists abode to his destination than the purpose of the travel. A tourist therefore can engage in any activity like sports, cultural appreciation, relaxation, religious rejuvenation, business and participation in a conference, to mention but a few. When a tourist leaves his home town for another location in the same country he is classified as a domestic tourist. If he crosses the frontiers of his country, he becomes an international tourist. The important of this definition of tourism is that the thousands of Imo state citizens residing in various parts of Nigeria who troop home with their annual saving during Christmas, and return to their station with near ? empty wallets in less one week are domestic tourist. For a country to be counted as a successful tourist destinations it has to record a seasonable blend between domestic and international tourism. Countries as large as Nigeria usually have more domestic than international tourist. According to Kraal (1999:1B) travel and tourism is now the biggest single industry , employing more than 12million people and producing nearly 100m per year in taxes. A stock of Nigerians vast tourism resources includes peculiar geomorphologic features, historical movement rachis, wild life and game reserves have aptly described Nigeria as a land of contrast. Imo state has been described as a state richly endowed with natural resources of enormous tourism potential which if fully exploited and well managed are capable of becoming the states major alternative source. A stock of imo states tourism resources include the natural lakes that abound across the state as exemplified by Oguta Lake, the range of hills around Okigwe and environments that can encourage the mind building exercise of mountaineering particularly among the youths. The network of rivers and streams with their sand beaches that are common features in Obowo district, exciting landmarks at owerri, the botanical garden and 300 at Nekede near Owerri, and other numerous sites of tourist attraction. Tourism industry in Imo state also include hotels and holiday resort in both stock and quality. Recreational facilities for sports and recreation and amusements, monument, historic relics, artifacts and natural sceneries are located in cities and villages across the state. A number of tradition festivals are organized in Imo state yearly. Some of which are of international dimension, namely the canoe regatta in reverine areas traditional wrestling contests which is fast regaining popularity. The Ozuruimo cultural festival, the Mmanwu festival in Igboland, Iri ji festival and a host of others. These entire enormous tourism heritage can be packaged as an item of international trade through effective marketing strategies and Imo state can launch herself into the fire front of both as a tour destination and helping state to generate foreign exchange. It is basically the aim of this study to examine the Oguta lake Holiday Resort as a tourist center, identifying the problems it encounters and exploring some of the possible benefits that may accrue to state if properly managed. 1.1. OVERVIEW / BACKGROUND OF THE STUDY The Oguta lake holiday resort was conceived in 1973 by the East central State Government when it discovered that the lakes with its surrounding sceneries are favorable for the development of tourism. The Oguta lake Holiday Resort is situated in Imo State. On 2nd September, 1977, the motel was brought under the management of Imo Hotels Owerri. It consists of some bungalows, each bungalow contains fifteen chalets, that needs to be well managed. There as gift course within the immediate vicinity of the hotel. It was eighty staff on a role fifteen senior staff, twenty intermediate staff and forty ? five junior staff. The motel also has thirty one (31) double suites which are expensive furnished and suits. It could be easily converted into single suits. It also engage in outdoor catering and laundering services that needs to be well managed by the management and offers recreational facilities such as Lawn tennis and gift course. Varieties of drinks and beverages are also available. Other facilities of Oguta lake Holiday Resort include;- ? Children play ground ? Speed boats for water skiing or for leisure trip around the lake ? Picnic facilities ? Conference room, capable of accommodating about 250 people ? Tennis hand courts ? Gift clubs house Also one of the famous Ojukwu Bunkers is housed in the oguta lake Golf course premises. 1.2 STATEMENT OF THE PROBLEM The major problem is the slow response, time in handling enquires and making bookings, both customers and traveling agents complain of the difficulty telephone time continuously engaged. This often causes customer to book their tour through other inefficiency of the current system. There is a tendency for aircrafts seats and hotel accommodation to be either over booked or not booked at all . a system is required to overcome those problems but attempting to design a system to eliminate such weakness. It is necessary to analyze the system using structural methodology. 1.3 SCOPE OF THE STUDY Operations carried out in tourism board are numerous. I am therefore restricting myself in his project to those that concern the tourism specially am interested in designing a computer system that will facilitate information and rendering services in Imo State tourism board. This design will be of a greater use both in the projection service and documentation. 1.4 OBJECTIVES Due to delay characterized by the manual system in discharging the tourism board in Imo State. We are trying to see how the use of computer can help in these articles and easily the delay hitherto encountered in the old manual system. 1.5 Limitation Of The Study In the cause of accomplishing these tasks, lots of hindrances and experiences where entertained or encountered. It makes it intricate to have the background knowledge as a result limited source of information collected. Getting access to materials for the work as a difficult problem : most books were not on the library an when you found any there it will either not be a current edition or some part of it must have been tour off and taken away by people. Again finding also posed its own constraints in the courses of this research. Some areas which needed absolute coverage that will be helpful in data collection were not reached de to the lack of funds. Above all, the researcher still find with limits of his capability to ensure that the project was presented. Despite all these handicaps, however adequate data was collected so as to ensure objective and meaningful deductions and organizations. 1.6 Significance Of The Study The essence of undertaking any research work is to solve an educational problem, bearing this in mind; the study is geared towards the following. 1 This research is expected to provide useful output for a more effective operations of the tourism destinations in Imo state as a whole 2 To the managers of tourist center, this study provides useful information for strategic and profitable management of tourism centers 3 To the government, the study appraises various government guidelines and offer some suggestions for more effective efficient operations of the resort centers. 4 To the general public, the research provides an awareness of the problem and prospects of the tourist destinations in Imo State in such a way that it will broaden the knowledge and understanding of the public at large. 5 The research will add to the existing literature of the subject and raise some issues that may lead to future work on the subject. 1.7 Definitions of Terms 1 Computer: an electronic device, which on receipts of information appropriate input, is capable of processing the inputs according to a set of previously supplied instruction and making the result (output) available if designed. 2 Program: series of instructions given to the computer 3 Address: bills to address, where we send customers document 4 File: a collection of related records 5 Booking references: old booking and when booking new one with reference 6 Tourist: this is a person or an individual who is traveling or visiting a place for pleasure or business. 7 Tourism industries: this refers to those industries that also at are concerned with the provision of comprehensive range of recreation facilities and entertainment where people can enjoy themselves. 8 Resort: a place to which people go frequently or habitually for rest 9 Resort center: a site designed to attract tourists especially for the purpose of exploiting them 10 Transportation: is a means of convening people or something from one place to another. It also makes the existence of tourism. 11 Domestic tourist: this is a person or an individual who leaves his home for another location in same country 12 International tourist: this is regarded as a person or an individual who leaves his country to another country 13 Business telephone number: telephone number in the business place. 14 Customer: a tourism business system customer? CHAPTER ONE 1.1 INTRODUCTION ? As much as have to receive adequate welfare and entitlements the personnel database must be maintain effectively. The personnel database is the comprehensive information update of employees under a particular employee at a particular time. The maintenance and management of employee information has bee a big problem in the Nigerian society workers denied of their primary and secondary entitlements and the most sad aspect of inadequacy in the maintenance of employee information is the erupt of ghost workers syndrome, this has the greatest thing this laxity in personal database system has caused in the society. The problem of promotion is also on offspring of inadequate personnel database management; who to promote when there is necessity for promotion is always the problem faced by personnel officers in change of promotion exercise. Workers have suffered a lot under this error of ignorance and sheet wickedness in every activity work of life, the first thing to be observed is always information about the staff involved. This helps to give out desired incentives for the works, to help them put in their best in their work the non-payment of salary or in some cases, the delay in payment of salary is always caused by the problems associated with personnel database. This work researched into the operational activities of existing system of maintaining personnel database in Enugu state with a view to detecting and solving the problems making it not to work out smoothly. 1.2 STATEMENT OF THE PROBLEM The problem caused by poor management and maintenance of personnel database in Enugu state is numerous. Th procrastination in payment of workers salary is a work force badly. Because of the fact that act information of worker s in the state is not known the state faces the problem of how to provide incentives for its worker. A lot of public money is been diverted into private purses due to the problem of poor information management concerning personnel records. ? 1.3 PURPOSE OF STUDY The main purpose of this study is to provide ever lasting solution to the current problems facing the Enugu state personnel database maintenance system through a well computerized design. 1.4 AIM/OBJECTIVES OF STUDY The primary aim of this work is to make sure that personnel database management system of EnuguState is to serve the citizen better by producing a new computerized system that will tackle the problems currently facing it. The objectives include: To create a system that will maintain workers records randomly and give easy and tidy access to the stored record for easy information retrieval. To maintain a database that will support sorting and searching of records automatically To maintain an internecine database. SCOPE OF THE PROBLEM This study is carried out covering the totality of personnel database system in Enugu state in the areas of quick information retrieval automatic promotion list generation, ghost workers control and timely salary payment ASSUMPTIONS If the new design is completely implemented the whole problems associated with the existing system will be all solved.
