1.1 BACKGROUND OF THE STUDY
In every organization management impact cannot be looked down. This is to say that the effectiveness of any organization depends on the effective performance of the management.
According to Inyong 2000 management is the process of getting activity complete efficiently and effectively with other people.
Etuk 1995 also noted that for an organization to be able to achieve its set objective the management must devote large portion of this effort to planning, directing and controlling the work of these human resources to achieve predetermine goals of the organization. This means that the functions of management in any organization are very important.
It is base on this development of management phenomenon that the government is also interested in setting up public enterprises that fall outside the civil service structures.
According to Udoji, 1973 public enterprises are institutions operation services of an economic and social character on behalf of government but enjoying on independent legal entity.
This research deals with the assessment of the management of Nigeria public enterprises with particular focus on Cross River state Boarda limited.
1.2STATEMENT OF THE PROBLEM
Workers in the public enterprises especially in Nigeria and CrossRiver state water Board limited in particular tend to have poor attitude towards performing their management functions. The poor management affects the effectiveness and efficiency in achieving organizational objectives.
The Cross River state water board limited was established to control and develop new water works and with the aim of adequately providing portable water for individuals and domestic need of the state.
The Cross River state water board activities for some past were very poor because the management had not been able to satisfy the need of the individuals and government. Moreover, it is not only effecting the individuals, but also the government.
1.3 OBJECTIVE OF THE STUDY
The objective of the study are:
a. To examine the extend to which the management the water board has applied itself to scientific management techniques.
b. To find out the management in the Cross River state water board is provides with conductive working environment.
c. To find out the management problems that are effecting the Cross River state water board limited.
d. To examine if the government is motivating the management in Cross River state water board by providing them with shelter transportation and incentives.
e. To find out if the government is giving the management in the Cross Rive state water board free hand for making decision.
1.4 RESEARCH QUESTIONS
The study will seek answer to the following research questions:
