CHAPTER ONE

1.0 INTRODUCTION

This project is on the effects of politics in local government administration of cross river state. (a case study of obudu local government).

It is basically important to analyzed the development or politics and administration in Obudu Local Government Area of Cross River state

Politics and administration are inseparable since they were introduced in the local governments prior they were introduced in local government have their traditional methods of administrating their communities for examples, there existed in the North the Emirs , Emirate and the tax collectors.

In the west were Obas. All this classes of people were given collective responsibilities for ruling the masses in their respective communities.

Politics is the distribution and exercise of power almost any social group living together and it is interesting to examine the implication of the words Polis as far as the Greeks were concerted.

The Greeks lived together in a number of city states the most famous of which were Athens and Sparta.

The city/states were the most intimate and intense forms of politics grouping that have ever existed.

It is only in the Polis that man can lead the good life and obtain the greatest education in virtue.

Greek city/states were democratic societies, citizens were free to vote and be voted for and they were at liberty to partake in public affairs.

In the City/states or Polis the Greek thought called and wrote hoes the city states should be properly governed to ensure individual liberties and social justice, this types of study the Greek called politics

Local government as defined by the 1976 reform guidelines is a government at the grassroots level, exercised through representative councils established by law to exercise specific power within a defined areas.

These powers gave the council substantial control over local affairs as well as staff and institutional powers to initiate and direct the provision of services and determine and implement project so as to complement the activities of state and federal government in their area. And also to ensure through devolution of functions to these councils and through active participation of people and their traditional institutions, that local initiative responded to local needs and maximized conditions.

Administration is the capacity of cocoordinating many and often conflicting social energies in a single organism so adroitly that they shall operate as one.

All can be taken as management of people and material: administration is the same either in the private organization or in the public sector.

According to NWACHUKWU C.B 1993 where administration refers to the activities of a club, cooperation, company and that of a household, it is called business affairs, but when it is called public affairs.

1.1 BBACKGROUND OF THE STUDY

Historical background of Obudu Local government in Cross River State. A brief history of Obudu local government areas. The Obudu people historically originated from northern senatorial district of control Africa, who left South Africa during the history period, known as the great Trek from central Africa. The Obudu moved and settled in Western Cameroon, where the remnants of the Obudu people are still under the Cameroon government.

The migration from Western Cameroon to Eastern Obidu took place around the 19th Century as a result of increase in population and desire to acquire fertile lands the early settlement were in family the people of Obanliku, Libang Bedia Ohung, Betukevel, Otia and Ogborogbod Hills.

Obudu local government was created on May 13th 1974 during the administration of Genera l Olusegun Obasanjo Armed mainly at unfying the Hitherto Multiple system of local government in practical terms, correct the problems.

Confronting these councils

During the time of administration of General Obansanjo the Fourth Military coup in Nigeria although Abortive, took place on 13th February 1976, the coup was led by Lt Major Bukar Sukar Dimka, and it claimed the like of the head of state.

The people that make up Obudu local government area as mentioned earlier since prehistorical time, been regarded as one community sharing the same common feature like linguistics, land, sociopolitical, culture and most importantly the same historical background.

Obudu local government councils of Cross river state has been chosen out of the seven hundred and seventy four local governments in Nigeria as case study.

Obudu local government has its headquarters at Obudu and has a Cattle Randu dam, federal college of education, University, Private polytechnic Obudu.

Natural resources in Obudu. Obudu area is of streams and rivers which are Ugubedia, Abebe and others.

Farmers, the main crops by the people are Yam, Cocoa, Rice, Cassava, and palm Oil, Groundnut, along with beans. The people also produce timber which is one of the export commodities in the country. The above mentioned crops are produced both for subsistence and commercial purpose there are forest conservation for wild limes in the areas Obudu Local government has Eleven 11 council wards in Cross River State these are:

4. Ipong two 2

5. Obang one 91

6. Obang two 2

7. Ukep

8. Aliege

9. Utugwang North

10.Utugwang South

11.Utugwang Central

1.2 STATEMENT OF THE PROBLEM

Local governments in Nigeria has become an integral parts of administration, it is a veritable tool of National development.

However every good thing has the tendency of being abused by the people.

The functions and good intensions of the creation of Local government has been abused and bastardized by the people entrusted with these affairs, many local government chairman or caretakers have enriched themselves over night with funds meant for development.

The resultant effect is that people have lost faith in the local government and indeed the Nigerian leadership inefficiency, ineptitude and apathy have characterized local government administration over the years. The sole aim of this research is to identify the problems hindering the role of local government as follows

1. Does politics play a significant role in the administration

2. To what extent can political appointed run efficiently the administration of local governments in Nigeria.

1.3 RESEARCH QUESTION

The main concern of this research work is to know how politics affect local government administration in Cross River State and come out with solution.

1. one of the research question seeks to know whether politics affect the development of Obudu local government

2. How well does the leader of Local government look into their development project

3. Is there any good relationship between the chairman and his council members in the local government

4. How is the political structure of Obudu local Government administration formed

5. Does political administrable contribute to the development of the people and the local government to self

6. What are the functions of the chairman, councilors, secretary, supervisors, and head of departments

 

1.4 PURPOSE OF THE STUDY

The purpose of conducting this research works in the one of politics and administration in Obudu local government and possibly come out with relevant solutions to the problems.

To ascertain whether there is any good political administration in the local government. The method of electing or appointing leaders is through election in the local government council.

The legitimacy for power comes from the chairman n and their subordinates in the local government councils.

1.5 SIGNIFICANCE OF THE STUDY

The development of political administration in Obudu state and community but most especially, to the indigenous community as political administration when trying to for fill their manifestos. They do carry out development projects much as construction of feeder roads, provision of bole holes and water,, embarked on the provision of social amenities, and electricity to the public and provide schools for the educating of people and public.

Development in Agricultural sector and natural resources other than exploitation, all these help to change and develop Obudu Local communities.

The study research when completed will go along way in enhancing further research on the topic.

1.6 SCOPE OF STUDY

As the little implies this study is limited to Obudu local government area of Cross River state, most especially to the effect of politics in local government.

1.7 DEFINITION OF TERMS

POLITICS: This is refers to the science or act of government which started in Greek and it mans city states.

GOVERNMENT: This is an agency of a state or an agency through which the people and ruled

ADMINISTRATION: is the management of affairs such as public organization, government policies and private ones.

LOCAL GOVERNMENT: This is the third tier of government created to take care of all local interest that requires government attention

TIER: Nigeria is divided into three segments for easy government

These segments are tier e.g. federal, State and local Government.

Community: A group of people living in the same geographical area, having common language, common aims and objectives.

DEVELOPMENT: A process of improving or making progress in an area which changes the condition of the people living in that community.
