Abstract Instant messaging has brought an efficient real-time, text-based communication to the Internet community. In addition, most chatting applications provide extra functions such as file transfer, contact lists, and the ability to have simultaneous conversations, which strengthens the reliance of wider sectors of users on these applications. In this project, an application to improve the communication services in Nigerian universities was developed. The chat application is a web-based application intended to be accessible from the internet or intranet. This allows the application to be available to both mobile phone users and PC users who can access the internet from their devices. The chat applications system was developed using open source web technologies notably PHP, JQUERY and MySQL. The chat application system has functions that will enable students and staff of various departments in the institution to communicate with each other. The developed application was tested using the WAMP stack and the test results show that the application works as expected.
