This project was centered on traffic offence documentation system. The current process of traffic offence documentation is being operated manually and due to this procedure numerous problem are been encountered. A design was taken to computerized the manual process in order to check this problem. The problems were identified after series of interviews and examination of documents after which analysis was made and a computerized procedure recommended. This project will also suggest how to successfully implement the computerized procedure and to overcome the obstacle that would hinder the successful implementation of the system. The principal objective of this project is to help Security Information Systems (SIS) especially NIGERIAN POLICE which is my case study in the area they encounter problems in securing security data processing and efficient information system. voter registration systems supplement the traditional paper-based process, by which new voters fill out a paper form that is submitted to election officials, who confirm the registration is valid, and enter the information from the paper application into the registration system.
Online voter registration follows essentially the same process, but instead of filling out a paper application, the voter fills out a form via an Internet site, and that paperless form is submitted electronically to election officials. In most states the application is reviewed electronically; if the request is confirmed to be valid, the new registration is added to the state?s voter registration list.
That validation step is done by comparing the information on the online registration form against the information provided by the same individual when he or she received a driver?s license or other state-issued identification card. The signature already on record with the state becomes the signature on record for voting. When the information does not a match, the application is sent to officials for further review or action.

Libraries have been an important part of educational and information sector of any school. The success of any library largely depends on proper management.
Several libraries have suffered failure as a result of inadequate management and incapacitations in handling sensitive information as regards members of the library.
This research therefore, aimed at developing a digital library system, which will help direct and position library to meets its ever increasing demands.
In the course of the development of this new system, the current system was analytically and critically studied or assessed and thus the identified strengths and weaknesses were highlighted and a new system was designed for the weakness.
The present system was analyzed using a standard procedure recognized worldwide for such purpose and this is called Structured System Analysis and Design Methodology (SSADM). An inventory control system contains a list of orders to be filled and then prompts workers to pick the necessary items, and provides them with packaging and shipping information. For optimal sales and inventory management process, robust functionality is needed for managing logistics facilities. Warehouse management functions for inventory control cover internal warehouse movements and storage and its support helps in the recording and tracking of materials on basis of both quantity and value.
This application takes care of all supply orders reducing cost for warehousing, transportation while improving customer service. It significantly improves inventory turns, optimizes flow of goods. It also improves cash flow, visibility and decision making. It provides efficient execution of tasks using this fast and reliable computerized method

Ltd is a car Parts dealing company established in the year2004, it is located at block 11 shop R120, Gudu market beside diamond bank, Abuja, Nigeria Abuja, Fct-Abuja 112122 Nigeria. It aims at providing satisfactory, comfortable and Sound automobile parts to the Nigerian population through the stocking of several kinds of automobiles parts. It is second to none and for this reason, the demand is high and the company responds to the increasing demand by stabilizing supply to strike a balance.
Justifiably, the company has the problem of keeping adequate record of goods transfer and since it is done manually, associated problems of insecurity, high cost of operation and delay in supply arise. Data processing in SunnyBenz Auto Nig. Ltd is presently carried out using people, pens, and paper to control stock and inventory.
The design and development of an automated inventory control system for the Sunny Benz Auto Nig. ltd will no doubt bring immeasurable relief from the problems associated with the manual system.
SunnyBenz Auto Nig.S ltd basically operates manually and have several problems facing them and which reveals a number of problems.
- The recording of sales and cash received are done manually on a book that appears rough. Thus, the books are exposed to physical damage, information can be lost and dust particles are accumulated.
- The control system is time consuming, less accurate and less efficient, and the environment is not user friendly.
- Inaccuracies often ensue from human error.
The manual system is quite tedious and can be reduced or eliminated with the introduction of the proposed system.
The purpose of this study is to design and implementation of an automated inventory system for Sunnybenz Auto Nig. ltd
Objective of the study
The main objective of this study is to Design and Implementation of Autoshop inventory management system. Others include;
- Calculate the bill.
- Give the bill to the customer.
- Store how many products are sold.
- Store products and their prices and with other information.
- Set the rates of taxes and commission on the products.
- Can see the report of the product in a fix period of time.
- Change the Graphical User Interface of the system.
- It provides higher level security as the system would be passworded to prevent unauthorized access.
But can’t:
- Calculate of the salaries of the employees.
- Calculate the expanses on the product.
This study is primarily aimed at increasing efficiency in operations, reducing maintenance and running cost, monitoring the supply of goods and its distribution and increase profit in the Nigerian Breweries PLC by introducing an automated inventory control system.

This project was constrained by the following factors:
(a) Financial Constraints
Bearing in mind the economic state of the nation, it was found difficult in making both ends meet, because of the exorbitant nature of things nowadays in travelling for the collection of data needed for the project.
(b) Time Constraints
Looking at the interval between the resumption and vacation of the final semester for the project to be completed, the time given seemed to be short for the collection of required information for better work to be done.
(c) Non-Availability of Material
During this project, it was noticed that the required materials needed for the project are not documented. Those that were documented lacked storage facilities where they can be reached.

INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Around the world road traffic injuries are a major public health challenges that requires concerted efforts for effective and sustained prevention. An estimated 1.2 million people are killed in road crashes every year and many as 50 million supper injuries. The world health organization believe that these figures could increase by more them half over the next 20year unless there is a firm commitment to road safety and accident prevention, especially in Nigeria, most adult will know of someone who has been killed or injured in a road traffic accidents. It is a dad fact that many of these accidents and their consequences will have been avoidable.
Therefore this project, computerized traffic offence documentation system will help to keep records of all traffic offences committed by road users and also maintain the databases of the commission (F R S C)
1.2 STATEMENT OF THE PROBLEM
The present system of traffic offence documentation system has a lot of problems which are mentioned below:
TIME: - going by the present system of operation, time is consumed in the manual handling of operation involves in road traffic documentation.
COST: - this is the greatest problem of the federal Road safety commission. The commission ends t o loose a lot of money running the agency manually.
DOCUMENT INSGRITY: This is viewed in the contest of the safety, in the contest of the safety, in validity of the records in the document files used in the report generation. In term of safety, the native of the system makes it vulnerable to left, fire or accidental distruction. This makes the system in safe as the time needed to replace lost data or files is enormously large.
1.3 PURPOSE OF THE STUDY
This study is designed to help federal Read safety commission to document all road traffic offences incurred by the road users.
This study also tries to give an in-depth looking in the easiest and most effective way for the growth and development of the federal Road safety commission of Nigerian in order to control and render its activities to the Nigerian and other coteries.

1.0INTRODUCTION
National security is the requirement to maintain the survival of the state through the use of economic, security operatives especially police, political power and the exercise of diplomacy. The concept developed mostly in the United States of America after World War II focusing on the police and military might. Now, it encompasses a broad range of facets, all of which impinge on the police and military for economic security of the nation, lives property and values protected by national society. Accordingly, in order to possess national security, a nation needs to possess economic security, energy security, environmental security, etc. Security threats involve not only conventional foes such as other national states but also nonstate actors such as violent non-state actors, narcotic cartels, multinational corporations and non-governmental organizations; some authorities include natural disasters and events causing severe environmental change in this category.
The origin of the modern concept of ?national security? as a philosophy of maintaining a stable nation state can be traced to the peace of Westphalia, wherein the concept of a sovereign state, ruled by a sovereign, became the basis of a new international order of nation states.
As an academic concept, national security can be seen as a recent phenomenon which was first introduced in the United States after World War II, and has to some degree replaced other concepts that describe the struggle of states to overcome various external and internal threats. Security information system has always played a vital role in the stability of a nation. Keeping security information manually can hinder some defense program and delay passage of security information to the appropriate body. Manual documentation of security information can lead to exposure of the information thereby creating threat to the nation at large. Hence, there is need for an automated security information system to guaranty safety of information.

The general objective of the study is to develop a database for security information storage and retrieval.
Specifically, the following objectives are also considered:
i. To build a database system for police security information.
ii. To develop a software for managing security information.
iii. To determine the effectiveness of Nigerian police in managing signal.

BACKGROUND OF THE STUDY
1.1 INTRODUCTION
Voting is a means of selecting or choosing leaders. It does not apply only to local governments, states and federal government of Nigeria but also in different institutions and social organizations. Therefore, the conduct of elections in a democratic society is very important not only because through it a change of government is effected but also because voting is the main form of political participation for most people for democracy to be sound and smooth, it should be enhanced on election free from fraud.
Many centuries ago, most societies were societies were primitive and had not evolved a system of voting to elect the leaders that will govern then and promote societal harmony and peace. This means that people have to devise a system whereby a leader or a set of leaders have elected from the ranks of the people. At that point the idea of voting and being voted for became important and necessary. But before an individual can cast his or her vote, there are certain conditions to be met, one of which is to be registered as a voter.
Since independence in 1960, the Nigeria political scene has witnessed incessant upheavals, wide scale dishonesty and societal bitterness, which in most instances, degenerated into lawlessness and destruction of lives and property. Theses unfortunate situations paved the way for and served as spring boards for the emergence and growth of unskilled democrats and military leaders in the governance of the nation. Many Nigeria?s are disappointed that a post independent 46years-old Nigeria is still operating constitution which does not enjoy an overwhelming national acceptance, as evident in the persistent calls for the convocation of a sovereigns national conference on the one hand, and the growing demand for ethnic nationalities on the other.
For about four and half decades since independence, the nation had shifted position between parliamentary and presidential system of government, with several military in cursions into polities over the years. Even the present presidential democratic dispensation is still undergoing experimentation with varying degrees of trial and error approach. It is in the light of the foregoing, that this project on voter registration, is written to serve as a useful tool of enlightenment in the hands of voters, the electorate and the general public.
However, voter registration is a critical aspect of the electoral process. A credible voters register is a prelude to free and fair elections. It is also important for people to know is qualified to vote, where, when and how to vote. Also, a full knowledge of the registration procedure will encourage eligible voters to participate in the electoral process.
1.2 STATEMENT OF THE PROBLEM
The inefficiency of voting process in Enugu has resulted in a lot of problems. These problems have continued to obstruct the peace of democracy in Enugu because the choice of a capable candidate is not encourage by the current system. The problems could be emendated as follows.
- The high incidence of multiple voting massive transferred of ballot papers and forging of electoral papers using fictitious names. Indiscrete manipulation and inflation of election figures by electoral commission officers to suit the interest of their favoured candidates.
- Thuggery operation, fear of intimidation and victimization and smuggling of ballot papers into the ballot boxes.
- The fragile nature of some ballot boxes make them vulnerable to destruction
- Lost of votes due to either wrong voting or the case of any of accident occurring during transporting of the statement of result forms and other electoral materials to the collation centers.
- The delay in the generation and announcement of the results which gives room for other manipulations.
Therefore, there should be change for data handling.

The purpose of design and implementation of a web based voters registration system is to

1.4 OBJECTIVES OF STUDY
The main objectives of this project work is to design a fully web voter registration system which should be able to
- Effectively carryout the task of voting automatically and timely.
- Put to an end the indiscriminate alteration of election results by any officer of the electoral commission of Enugu. This will inculcate discipline in the commission and promote their independence.
- Secure ballot papers and elections results from any accident what server and to quickly detect any defaced ballot paper or a ballot paper that is wrongly plumb printed.
- stop multiply or double voting, forgery in any shape or form and smuggling of ballot papers into ballot boxes. This will restore the integrity of votes cast in any election in Enugu state.
- Generate accurate report and effect a sticks knowledge of election results using an on-line computer processing system.
1.5 SCOPE OF THE STUDY
The study covers voting processes as it is done at the ward councillorship elections, local government chairmanship elections, the state house of assembly elections, the Gubernatorial elections the national house of parliamentary elections and presidential elections. It also inculcates the voters personal records, candidates personal records and voting procedures it covers election with at most five polling centers.
1.6 LIMITATION OF THE STUDY
This study is limited by the restricted nature of the number of polling centers it cover. It does not represent a general election to cover the whole federation of Nigeria at the same time due to time constraints. Also there was limited time to effectively combine the research work with class study. It does not show the position (1st,2nd e.t.c) of candidate.

It is assumed that the implementation of the new system will rapidly improve the economic and the socio-political lives of the people of Enugu state. There will be no room for rigging and election malpractice.

Digital Library System (DLS) extends and integrate approaches adopted in traditional libraries as well as in distributed information systems, to yield high-end information systems, services and institutions. Here we will explore some of the parts or components of digital libraries and discuss several of the developments in this emerging field.
Building a comprehensive digital library system will help users to manage all phases of the information lifecycle. Of particular importance is to simplify the authoring and creation process so that wider population can participate by adding all types of multimedia content directly into digital libraries. Downstream access allows readers to benefit from this type of computer-mediated communication, across time and space. Ultimately, it is believed that knowledge will be shared and then lead to yet another cycle of discovery, authoring and utilization that is facilitated by digital libraries.
1.1 BACKGROUND OF THE STUDY
Times are fast changing; we now live in a jet age which is mainly characterized by rapid changes in technology, lifestyle and value. This is indeed an age of information explosion.
One of the major inventions that have driven the world to a fast pace of technological advancement is the computer. The computer is primarily an electronic information processor that is rapidly changing the way we acquire, organize, recall, access, analyze, synthesize and apply information. The effectiveness with which the information is generated and communicated determines the rate of progress of a society and the fulfillment of its people. Modern society is information driven and information today is a universal need.
Moreover, computers have affected the ways which people use information. It has changed the rate of work done, the method for accomplishing the work alongside the relationship among the people carrying and using the information. However, computers and libraries are not left out in the utilization of computer to carry out their day-to-day activities especially as it concerns the amount of information generated. Libraries have evolved over the years which gave rise to digital libraries.
1.2 STATEMENT OF THE PROBLEM
There are numerous problems with the traditional libraries. These in-adequacies are enumerated below.
1. The users of the traditional library need to go the library physically which most times could lead to congestion of the library?
2. Inability for the library resources to be accessed 24/7.
3. The library resources cannot be simultaneously used. It is one at a time.
4. Traditional libraries are limited by storage space.
1.3 GENERAL OBJECTIVES OF THE STUDY
The proposed system Digital Library System has it?s general objectives which it is set out to achieve. They are as follows:
a) To create variety of access services for searching, browsing and discovering resources.
b) To organize and index digital objectives for different purpose which includes cataloging, finding aids and database.
c) Reduction of loan and acquisition through the use of digital library.
d) Comprehensive storage of large repository of data that can be accessed by authorized users.
e) Reduce the cost of maintaining a traditional library.
1.4 SPECIFIC OBJECTIVE OF THE STUDY
The objectives of this proposed system has been narrowed. This is geared towards ensuring that the objectives are achieved. They are as follows:
? Removal of Physical Bounding: Ensure that the users do not always go to the library physically, but can access library resource once he/she is connected to the server.
? Round the Clock Availability: To enable users to be able to gain access 24/7 to the information.
? Information Retrieval: To make it easy and convenient for the user to use any search term (Title OR Authors name) to search the entire collection, thus providing user-friendly interfaces, and giving clickable access to it?s resource.
? Preservation and Conservation: Provide access to materials that would otherwise fall to degradation from repeated use.
? Multiple Access: Ensure that the same resources can be used simultaneously by a number of persons.
? Space: Able to provide storage for information digitally by using little physical space to contain them.
1.5 SIGNIFICANCE OF THE STUDY
In implementing the objectives of this study, the advantages of a digital library over the traditional library are enormous. Users will be able to access library resource digitally without the inconveniences of users carrying books, journals, magazines etc which could result in rapid wear and tear of this library resource. Besides, it will afford users the opportunity to access digital books simultaneously without waiting for the book to be returned to the library.
The proposed system will provide security to help track library resources through the development of a comprehensive database that will be used to house the library resources. The system will also eliminate some of the routine manual work prevalent in a traditional library.

The findings of this research work for the proposed system (Digital Library System) was carried out in the Nnamdi Azikiwe University (NAU) in their digital library section. The scope of this study will include the following:
1. Information indexing/cataloguing.
2. Classification of library resource.
3. Searching and retrieval (downloading).
4. Registration of books/uploading of digital resources
5. Registration of users.
6. Database management.
1.7 LIMITATION OF THE STUDY
This proposed system will not take into consideration audio collections. It is web based not a stand alone delivery system with its own user file and login ID and password. Also, time constraint during the time for this project work is short. Financial resources is a limitation encountered in the course of this research work.

1.0 INTRODUCTION
Virtual e- learning is a system designed to help students gain access and acquire knowledge in any university of their choice. It can include: Enhance face ?to- face instruction (on campus, in class use of computer and the World Wide Web (WWW), enhanced distance education (on or off campus) individuals and group learning with both print and computer-based materials instruction entirely on- line (individual and group learning) because of this mix virtual classroom and text based e- learning knowledge is moving towards every student being an e- learner at last for part of their study, whether through learning materials, e-mail for contacting teachers/ tutors or any one of their myriad other e-learning applications.
Online learning results to learning and other supportive resources that are available through a computer and it includes computer based training, computer based instruction and technology. The e-learning system use text messages to deliver information and data. Student or e-learners will be in their computer receiving lectures as if they are in classroom. This has gone a long way helping e-learners to acquire degree in the institution they have never seen.
1.1 BACKGROUND OF THE STUDY
Internet as global connection of computers sited around the world forming huge network for information to be shared and disseminated by many millions of people has done so well in information technology and in education so to speak. Virtual classroom and text-based e-learning cannot be an exception. Often time?s students experience a lot of difficult in the quest for basic knowledge from higher institution of their choice, not for the fact that the person doesn?t have resources to acquire them but the risk in traveling from the said institution wherever the person might be pose problems. In order to reduce these risks, satellite computer were established but did not solve the problem of traveling out from one?s location to the said location in quest for knowledge.
In this regard, Federal Polytechnic Nekede compete with a of institutions, this sometimes reduces the number of students enrollment in the school to the above listed problems the system ?virtual classroom and text based e- learning was designed with this Federal Polytechnic Nekede will have thousands of student in which she doesn?t provide any a accommodation or any structure for and still gain much grounds economically and student all over the world suffer less in having any of Federal Polytechnic Nekede?s certificate.
This is designed that before anybody can participate must register. Students have free registration form but lecturers must provide their staff number that tally with their surnames before they have access to registration form. One month is giving to student to pay his/her school fees after registration to remove his/her name from the database.
This will go along way increasing student?s enrollment in the institution. The system has very security conscious software that resides in the ever helping except those supposed. Having seen and observed. Having seen and observed this benefit to students in an unprecedented scale.
Indeed, this sounds interesting to my academic pursuit in FPN. Perhaps this calls for implementation.
1.2 STATEMENT OF THE PROBLEM
Due to the problems students find and experiences, it has never been easy for students to acquire basic and necessary education in any institution one wishes irrespective of the fact that the resources are there. This poses a lot of problems sometimes they will embrace not going to school at all. It is very impossible for a student in America or any other country coming to FPNO everyday for lectures more so, it will be impossible for FPN staff going to America or any other country where the students might be located everyday to deliver lectures.
Sometimes if number of students increase reduction in student'? admission will be affected in order to provided adequate structures where they can have their lectures. The above views are what gave birth to the research work in order to find solution to them.
1.3 PURPOSE OF THE STUDY
The purpose of the study is to find possible solution to students whom because of nearness to institute and are unable to acquire knowledge that they need. Again, to provide students easier way to acquire any of the FPNO certificates without been in the institute or with less difficulty. Notwithstanding the fact that other institutes who offer the same courses as FPNO exist, this will go far reducing her competition with them. Since the system is virtual, that is there will be no physical contact between students, their instructors and FPNO, the problem structure is solved.
1.4 OBJECTIVE OF THE STUDY
As they say ?scientia st potential? that is knowledge is power?. The aim of this research is to provide the students all the information needed in any subject that is done in this great institute FPNO. Again to assure that student meets the current trend to academic setting all over the world. This will go a long way making FPNO to be aware of trends in technology and gain to making them have desires for other on-line provisions and computerization in the institute.
1.5 SCOPE AND LIMITATION OF THE STUDY
The project is concerned with the virtual e-learning system files that are transferable within the net. It should be in form of text file (.txt), rich text files (.rtf) or hypertext mark-up language file (.htmf).
LIMITATIONS
To be candid, I encountered a lot of problems while carrying out this research work.. It wasn?t easy for me to get data relevant for this research. The most important thing I needed was courses FPNO was doing. I requested that from different schools of which I were told to go from one department to another to collect them. Lastly I were able to get some and others from FPNO library. The project work is a tasking job which demands time, money and commitments. Due to lack of funds to meet all resources and materials that are used, I had to make do with other activities while the process was going on.

VIRTUAL CLASSROMM: is an act of using IT tools to distribute or share knowledge between groups of learners. It is not going to be physically but the use of electronics.
E ? LEARNING: it is an acronym of eletroniic learning it is an aspect of virtual classroom that is concerned with sharing of knowledge electronically by use of text video, web or any other IT tools.
FILE: this is a collection of related records.
VEL: This is the acronym of virtual electronic learning
PROGRAM: a set of logical instructions combined together to perform a specific task to a given problem and providing solution to it.
IT TOOLS: is any machines techniques etc. used in information technology.
OUTPUT: result of the processed data by the computer.
INPUT: data supplied to the computer for processing.
IT (Information Technology): it is combination of computing and telecommunication facility.
DATA: raw materials used by the computer.
INFORMATION: processed data capable of solving a problem
E-MAIL: electronic mail, which is an alternative of HIPOST. This is the use of on - line computer to send messages across the net.
STORAGE DEVICES: a device for storing data in the computer
COMPUER NETWORK: it is connection of two or more computers using special protocol such that they share data or information inform of text, audio, messages or mail.
WWW (World Wide Web): this is a format that we use to design website.
WEBSITE: it is information of a particular people, individual, state, country etc made available to be seen or can download on the net.
HOST COMPUTER: the main electronic device that manipulates all the given data and produce the required result to the individual connected to it for information retrieval.
INTERNET: it is global connection of computers sited around the world forming huge network for information to be shared by millions of people.
E-LEARNER: person who uses internet to receive searches for knowledge on the internet.
LAN (local area network): is the connection of two or more computers within one?s boundary.
LOGIN: to connect to the scale and make use of available information provided by the designer within some range of specification.
