Abstract This project is centered on web-enabled Java tutorial and certification system for National Institute of Information Technology ( NIIT ) Owerri, Imo State. The current process of teaching and learning is being done manually and due to this procedure, the learning process is slow and not encouraging. The system is designed to computerize the manual process in order to check this problem. The research methodology used to get information for developing the software is Structural Analysis and Design Methodology. Problems were identified after series of interview and examinations of documents, after which analysis was made and a computerized procedure taken. The importance of the software to ICT development is that a lot of IT students and also people who are willing to learn and obtain a certificate on Java programming language but due to time factor and distance are given the opportunity to learn online and also obtain the desired certificate without stress involved in the manual process of learning. The system is implemented using a 3-Tier Approach whereby HTML is used as the front tier, PHP the middle tier and MYSQL Database as the back-end tier. These Languages were chosen because of their easy syntax and features for developing online based applications.

|Description||ABSTRACT The manual approach used in the regulation of the school activities by the management board is very tedious and stressful. This research work investigated into the complications encountered due to the debilitation of man-power admitted into the school management with respect to how indepth it affects other operational system that conduct in school with a view of designing a computerized system to handle the work with less difficulty for an effective decision-making. In the course of the study, an existing system was digested and its deficiencies were detected and emphatically analysed, after which solutions to the problems were proffered in the new designed computerized system that is reliable and more interactive. The new system terminates all the problems experienced with the existing system. The case study is Post-Primary School Management Board (PPSMB) Enugu.||ABSTRACT Libraries have been an important part of educational and information sector of any school. The success of any library largely depends on proper management. Several libraries have suffered failure as a result of inadequate management and incapacitations in handling sensitive information as regards members of the library. This research therefore, aimed at developing a digital library system, which will help direct and position library to meets its ever increasing demands. In the course of the development of this new system, the current system was analytically and critically studied or assessed and thus the identified strengths and weaknesses were highlighted and a new system was designed for the weakness. The present system was analyzed using a standard procedure recognized worldwide for such purpose and this is called Structured System Analysis and Design Methodology (SSADM). This language was chosen because of its easy syntax and features for developing windows based applications.||CHAPTER ONE INTRODUCTION 1.1 BACKGROUND OF THE STUDY Warehouse is where goods and commodities are kept for further clearance. Narrowing it to Nigeria Ports Authority, there are many warehouses where imported consignment and goods are stored. This is cleared by carrying the billing papers from post to post, waiting and wasting much time in seeing who is in charge. Goods that takes about two weeks to berth into the country takes another two weeks to get cleared. This makes the importers and the clearing agents to run from port to port, in search of where the goods were kept. The introduction of computer in warehousing will enable importers know which and where their goods are kept, as it will always be stipulates on the bill of laden papers. Computer is hereby seen as a way of handling, by systematically organizing them, recording or making notations on them, following up with the appropriate action or the like. 1.2 STATEMENT OF THE PROBLEM The processing of billing papers for clearance of goods, with manual method has led to omission of many records that ought to be included. This is caused by inaccuracy of the manual billing process. Due to the inefficiency in manual billing process, billing papers are carried from post to post, waiting for who is in charge, thereby delaying the goods that suppose to be delivered. More so, goods are not delivered on time, due to the fact, that goods that takes about two weeks to get into the country, still takes another two weeks to be cleared. 1.3 AIM AND OBJECTIVE OF STUDY The purpose of this is study is to 1. Identify those problems caused by using manual billing clearance 2. Finding out the effect of this in Nigeria Ports Authority 3. Create computer awareness 4. Identify prospects for solution of problems. 1.4 SIGNIFICANCE OF THE STUDY This research, base on the problem and prospect of using computer in Nigeria Ports Authority, will help to develop interest towards computer. The findings of this research will also help the management to increase the income generation of Nigeria Ports Authority and smooth running of the warehouse in general. 1.5 SCOPE AND LIMITATION OF THE STUDY The researcher will identify all the problems, including the financial constraints of the problems, encounter with the use of manual billing clearance in warehousing. LABOUR- An area of water protected from the open sea by land or walls in which ships can shelter. BERTH- This is a place in the wharf where a ship can be died up or swing at anchor. PORT OF LOADING- A place where ships load goods and leave for the definition. PORT OF DISCHARGE- A place where unload goods from poof of loading. OCEAN FREIGHT- This is an amount charged by the carrier by the carrier for transportation of goods by sea. VOYAGE- A journey by water mostly a long one in a ship. They are as follows: - To produce a system which tends to increase the predictability of the organization by assessing critically its obsolescence in relation to fresh challenges. - To produce a reliable system that would coordinate most of the school activities. - To produce a flexible and comprehensive system that would meet up with the future development in the school. - To design and develop a computerized system that would handle the execution of school activities most especially post-primary schools so as to liquidate all the problems identified with the existing system. 1.2.1 STATEMENT OF THE PROBLEM The sudden increase in the number of students enroll in each school has transcended the manipulation of the existing system used by the school administrators and this prompted a lot of problems which encompass the inaccurate computation of students result by the staffs on the account of non-availability of adequate number of computer systems for the computation. This is a very ugly development. Also, it was very complicated to observe when the enrolment of students should cease since there was no efficient system for the estimation of enrolment ratio to give a signal when the enrolment tends to move beyond the projection. All these and more are encountered due to the debilitation of the prevailing system used. It was very difficult to point out students who cheat in the course of examination as attributed to the non-standard measure used in the supervision of the examination. The staff complained seriously on the unnecessary stress encountered while marking the examination answer scripts manually. 1.3 JUSTIFICATION OF THE STUDY The implementation of this computerized system would definitely stimulate the school standard. This would as well help the management to ease the burden on the staff which would be on the benefit of students and staffs. It is also a basic study for research and for the entire populace and future researchers. 1.4 SCOPE OF THE STUDY This study covered the substantive solution to the problems generated by the existing system used in the school administration and management. However, the case study is post-primary school management board (PPSMB) Enugu. 1.5 METHODOLOGY On account of time, she adopted only 2 procedures of capturing data for the study. Those 2 procedures encompass. A) INTERVIEW METHOD:- During the interview conducted in the post-primary school management board. The research interviewed the director of school supervisor on the nature of duty conducted in schools she had supervised with special reference to the examination coordination and supervision, enrolment ratio for the admission of students in school. The director of administration department was equally interrogated based on the obligation and dereliction of the management board towards the growth of education observed in schools with little assistance from some of the staffs. The response to the questions enabled the researcher to take off. B) REFERENCES TO WRITTEN DOCUMENT: - In spite of the interview took place in the PPSMB, the researcher extended her collection of data to the written document as a result of inadequacy from the responsiveness of the interview. The researcher had to visit Enugu State and National Library for more information and references from already written text on educational administration varying more emphasis on school administration and management. The information from this specified method made the successful completion of this study possible.||CHAPTER ONE 1.0 INTRODUCTION Digital Library System (DLS) extends and integrate approaches adopted in traditional libraries as well as in distributed information systems, to yield high-end information systems, services and institutions. Here we will explore some of the parts or components of digital libraries and discuss several of the developments in this emerging field. Building a comprehensive digital library system will help users to manage all phases of the information lifecycle. Of particular importance is to simplify the authoring and creation process so that wider population can participate by adding all types of multimedia content directly into digital libraries. Downstream access allows readers to benefit from this type of computer-mediated communication, across time and space. Ultimately, it is believed that knowledge will be shared and then lead to yet another cycle of discovery, authoring and utilization that is facilitated by digital libraries. 1.1 BACKGROUND OF THE STUDY Times are fast changing; we now live in a jet age which is mainly characterized by rapid changes in technology, lifestyle and value. This is indeed an age of information explosion. One of the major inventions that have driven the world to a fast pace of technological advancement is the computer. The computer is primarily an electronic information processor that is rapidly changing the way we acquire, organize, recall, access, analyze, synthesize and apply information. The effectiveness with which the information is generated and communicated determines the rate of progress of a society and the fulfillment of its people. Modern society is information driven and information today is a universal need. Moreover, computers have affected the ways which people use information. It has changed the rate of work done, the method for accomplishing the work alongside the relationship among the people carrying and using the information. However, computers and libraries are not left out in the utilization of computer to carry out their day-to-day activities especially as it concerns the amount of information generated. Libraries have evolved over the years which gave rise to digital libraries. 1.2 STATEMENT OF THE PROBLEM There are numerous problems with the traditional libraries. These in-adequacies are enumerated below. 1. The users of the traditional library need to go the library physically which most times could lead to congestion of the library? 2. Inability for the library resources to be accessed 24/7. 3. The library resources cannot be simultaneously used. It is one at a time. 4. Traditional libraries are limited by storage space. 1.3 GENERAL OBJECTIVES OF THE STUDY The proposed system Digital Library System has it?s general objectives which it is set out to achieve. They are as follows: a) To create variety of access services for searching, browsing and discovering resources. b) To organize and index digital objectives for different purpose which includes cataloging, finding aids and database. c) Reduction of loan and acquisition through the use of digital library. d) Comprehensive storage of large repository of data that can be accessed by authorized users. e) Reduce the cost of maintaining a traditional library. 1.4 SPECIFIC OBJECTIVE OF THE STUDY The objectives of this proposed system has been narrowed. This is geared towards ensuring that the objectives are achieved. They are as follows: ? Removal of Physical Bounding: Ensure that the users do not always go to the library physically, but can access library resource once he/she is connected to the server. ? Round the Clock Availability: To enable users to be able to gain access 24/7 to the information. ? Information Retrieval: To make it easy and convenient for the user to use any search term (Title OR Authors name) to search the entire collection, thus providing user-friendly interfaces, and giving clickable access to it?s resource. ? Preservation and Conservation: Provide access to materials that would otherwise fall to degradation from repeated use. ? Multiple Access: Ensure that the same resources can be used simultaneously by a number of persons. ? Space: Able to provide storage for information digitally by using little physical space to contain them. 1.5 SIGNIFICANCE OF THE STUDY In implementing the objectives of this study, the advantages of a digital library over the traditional library are enormous. Users will be able to access library resource digitally without the inconveniences of users carrying books, journals, magazines etc which could result in rapid wear and tear of this library resource. Besides, it will afford users the opportunity to access digital books simultaneously without waiting for the book to be returned to the library. The proposed system will provide security to help track library resources through the development of a comprehensive database that will be used to house the library resources. The system will also eliminate some of the routine manual work prevalent in a traditional library. 1.6 SCOPE OF THE STUDY The findings of this research work for the proposed system (Digital Library System) was carried out in the Nnamdi Azikiwe University (NAU) in their digital library section. The scope of this study will include the following: 1. Information indexing/cataloguing. 2. Classification of library resource. 3. Searching and retrieval (downloading). 4. Registration of books/uploading of digital resources 5. Registration of users. 6. Database management. 1.7 LIMITATION OF THE STUDY This proposed system will not take into consideration audio collections. It is web based not a stand alone delivery system with its own user file and login ID and password. Also, time constraint during the time for this project work is short. As much as the business of household inventory system comprises of a while lot of household management valuation and facility etc. The designed worked covers only valuation report 1.5 LIMITATION OF THE STUDY The research project was only restricted to the department of household inventory penitential hotel Enugu. The following was done. Periodic physical checking of household system with the view to ascertain the level of each item keeping an accurate record of all entries insurance and transfer of these items purchase I order of the needed items and the determination and review of the inventory maintenance level. The research was limited to the mentioned department since it has direct concern to the research topic. The report cannot only be applied to presidential hotel Enugu household inventory but also to any other establishment that wise to go an computerization of their household inventory control section this research was carried out simultaneously with normal academic studies moreover due to the rush to end the semester as fast as possible there was no time for a comprehensive research work. Finance also affected this research work on area of typing and binding transporting form one library to the other in search of reliable information and also transporting to and form THE PRESIDENTIAL HOTEL ENUGU 1.6 OBJECTIVE OF THE STUDY In companies and industrial where there is household inventory planning it could be observed that properties in the different area of their department are well erected following the specific rules and regulation; the need for this planning is seen when the property owner want to know the value of his wealth. Therefore the design and implementation of a computer based household inventory system will not only benefit the researcher and value or property owner but will also create and improved system of marketing agent and environment as follows. The producer will find this hard value very much important because it will make his job feasible in course of any field (in course of any) work made on valuation and report to be presentable he will not need to expose his valuation report to anybody outside the business contract and the report will be made within shortest space of time. It will be a business ascribe as just in time business report where the need for filling report will be eliminated entirely. The property owner is at the better position to benefit because he will get the value of this property without much involvement and at every instance he stands to know precisely the value at which his property worthy. This work aim at encouraging every principal agent independent contractors and other associate members to accept the need to be computerized in all their practical job since the marketing agents will find it interesting to always present the household inventory business on line as regards the status of real property in market at every given time. 1.7 IMPORTANCE OF THE STUDY The research study is aimed at eliminating the manual system of household inventory system the project will help to create effective management information system in presidential hotel Enugu and most computer based enterprises. Because the system will given information regarding items which have fallen to re-order level and can also be programmed to issue replenishment order thereby conquering the problems encountered in the manual system where the reordering system is overloaded. Even though there are divergent opinions and views as to what is the age limit of child it is the views of this author that a child is anybody between birth to completion of physiologically/ psychological and physical development. In order words anybody between ages zero of his/her birth to 18years is a child. An organization like UNICEF encounter problem in their area of documentation which includes misplacement of vital information or cases as a result of the services that are available or rendered when it is needed duplications of effort due to inconsistency in activities and a lot of time is taken in search of file or reported cases when it is needed for processing. Sit is actually this problem that is discovered that promoted for the design and implementation of a comprised child care information system to enable the organization to work more effectively 1.3 PURPOSE OF STUDY The purpose of this study is to design and implement a system that will eliminate the above listed problems, as misplacement of important reported cases documents and records duplications of effort and a lot of time that is required or taken when searching an processing of cases and files. 1.4 AIMS AND OBJECTIVES The aims and objectives of the project is to study how the organization (UNICEF) operational aims and other activities are performed. It aimed at detecting problems that pose obstacle with a view of modifying the operations and developing a new computerized system that will be more efficient and accurate such as: In the area of misplacement of vital documents a computer will be used to record store and retrieval of large volume of documents. Which will reduce the duplications of efforts due to inconsistency in activities and time that is taken in search of file when it is required for processing 1.5 DELIMITATION/ SCOPE OF THE STUDY This study is specifically concerned with the computerized child care and carrying of the Enugu information centre of UNICEF. Although a lot of activities are being performed by this centre. This work is therefore concerned with childcare and caring manipulation of both the care and reporter of a case. 1.6 LIMITATION OF THE STUDY One to lack of time and resources the study is limited to certain area concerned with only gathering of cases on clients and personnel records and processing them using a computer. 1.7 ASSUMPTION Apparently before I started this works I assumed a successful completion by division grace of God and the cooperation of workers of UNICEF in supplying me with date/information needed for the successful completion of this project. In terms of material resources monetary and personnel resources the researcher had me up with them.
