CHAPTER ONE

1.0INTRODUCTION

Management has involved so much and grown so wide that one cannot talk of an entity without talking of personnel management. And one is talking of personnel management; he/she is simply refereeing to the work force of an organization, the total human resources without which there will be no organization.

However, organization who are careless in handling their personnel department may directly be sending away potential specialist who would here help them make thing work, as it is well know in management that a hand must manipulate the machine to work when management forget the employees are human beings with different motivating drives that their expectation and abilities after that management is doomed to failure.

Personnel motivation can be described as that force behind all human resource of any enterprise, be it positive force behind all human resources of any enterprises, be it positive force or negative force. It transcends more employment of labour by the management to achieve its desired goals. Management has are major problems confronting assigned tasks to meet or surpass induced or compels and maintains behaviour, human behaviour is motivated, it is goals direct.

It is not easy to motivate an individual, for the success of any motivational affect, depends on the extend to which the motivation meet the needs of the individual employees for whom it is intended. Motivation is an internal psychological process whose presences or absence is inferred from observed performance.

According to A.K Ubeku, personnel management can be examined as a function or responsibility of every manager of supervisor who has people under him all; of who are working towards achievement of desired goals

According to Elippo B.E. personnel management as the planning organization directing and controlling of the procurement, development compensation, integration, maintenance and the separation of human resource to the end that individual organization and societal objectives are accomplished.

Management of labour is not a job to be done are day. It is a continuous process and last as long as the enterprise lasts. This is sure because it is the labour force that determines the life span of an organization. A company’s labor forces undertake the production and distribution of product plus other support services.

 

1.1 HISTORICAL BACKGROUND OF THE STUDY

This research project has its setting with the Ikom local government in Cross River State. Ikom is one of the communities in Cross River state which has large number of people Ikom local government was created in the year 1976 to bridge the gaps between rural area and the state government. It has its head quarter at Ikom its land mass covers about 1861.92689km and it shares boundaries on the north west with Ogoja local government and South with Obubura local government all in Cross River state.

The people living there are mainly farmers, graduates and also traders. As earlier said, it is a community with large number of people who are interested in education, they also believed and have the interest of given their children the best education.

Ikom is a very fine community which help in the production of crops like the vegetables, cocoa, palm oil, plantains, bananas, yams, cocoa yam, maize, fruits and so an. It also helps in enhancing growth to tour economic system. This community through being recommended for their god work needs to be enlightened or educated in various ways especially that of their life style which is more useful to them now and not properly trained in terns of educational background. It is a land whereby most traditional rulers are being chosen out to direct and take control of the people. Ikom helps in enhancing growth development and also great progress to our state Cross River State.

1.2 STATEMENT OF THE PROBLEM

There are some problem that hinder management from achieving it objectives majority of them concern personal management among these are:

Nonenlighten of management of personnel in any organization most organization does not realize their objective of maximum does not realizes their objective of maximum productivity irrespective of huge amount of both capital and material resource pumped into production.

Productivity suffers when there is unfairness in the distribution of rewards.

Why do we have some bunch of disgruntled workers whose motivation behaviours are started in much organization to day
