Commenting on the general poor development of Nigeria workers, W.R. Haines opined that the Nigeria workers see underused, underemployed, frustrated and prevented from bringing their talent to bear on the wellbeing of their employer organization and the nation at large. The principal culprit is not the workers but the leader. Many organizations have over the years established good manpower development programmes in order to income better employee performance at work and increase in productivity.

Good development programmes are now always easy to attain in organization because of facilities. Impedes or operates against the achievement of these objectives.
